COUNCIL “PRE-MEETING” WORK SESSION, SEPTEMBER 21, 2015
CALL TO ORDER
The September 21, 2015, City Council “Pre-Meeting” was convened at 5:45 P.M.
by President Pro Tempore Bob Scrivner in the absence of Mayor Carrie Tergin
who indicated she would arrive late.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Branch, Costales, Graham, Henry, Hussey, Mihalevich,
Prather, Schreiber, Scrivner, and Ward
Absent: None
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Amendments to Agenda:
Council discussed the following amendments to the agenda and indicated they
would make a motion and vote to approve those in the Regular meeting:
(1) Add presentation of 2015 Regatta Mayor’s Cup to Jim Crabtree under item
4(b)
(2) Move Resolution RS2015-17 (“ABLE Day”) up on the agenda under item 4
(c)
(3) Add Mayor’s Veto to agenda in location advised by City Counselor after
Mayor Tergin arrives.
Councilman Branch will make an announcement about the USS Jefferson City
Crew Visit.
*Mayor Tergin arrived at 5:48 during discussion of Bill 2015-48
2015-51 (parking on W. Atchison) – Councilwoman Ward announced she will
be abstaining from discussion and vote on this issue since she lives in that block.

2015-42 (“Junked Vehicle” definitions) – Council Branch stated he will remove
this bill from the Informal Calendar to be voted on.
Discussion was held regarding the method for the Mayor to present her veto of
Bill 2015-33 (adoption of 2015-2016 budget). The Mayor and Council agreed to
allow public comment on the item immediately afte r the veto message. City
Counselor Hilpert advised the best place for this to occur is between items 3
(adoption of the agenda) and 4 (Miscellaneous Agenda Items) on the agenda.
