A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD AUTHORIZING A
CONTRACT TO DRAFT A COMPREHENSIVE
BILLBOARD ORDINANCE TO RICHARD HAMLIN
ATTORNEYS NOT TO EXCEED A TOTAL OF
$15,000 BASED ON AN HOURLY RATE NOT TO
EXCEED $340 AND AUTHORIZING THE CITY
MANAGER TO EXECUTE THE CONTRACT
WHEREAS, the Lynwood City Council approved an update to the Lynwood
Zoning Code that effectively prohibits billboards; and
WHEREAS, the City Council intends to protect the public health, safety and
general welfare by regulating billboards to avoid visual blight, over proliferation, traffic
hazards and litigation; and
WHEREAS, the City Council intends to identify development standards, process
and procedures to ensure and even playing field for all billboard advertising companies;
and
WHEREAS, staff solicited informal bids and performed panel interviews to
-^ identify the most qualified applicants; and
WHEREAS, the firm of Richard Hamlin Attorneys has demonstrated knowledge
and experience to draft a comprehensive billboard ordinance.
Section 1. The City Council of the City of Lynwood authorizes
the City Manager to execute a contract between the City of Lynwood and Richard
Hamlin Attorneys.
Section 2. The City Council of the City of Lynwood authorizes funding
not to exceed A TOTAL OF $15,000.00 based on an hourly rate not to exceed $340.
Section 3. This Resolution shall become effective immediately upon
its adoption.
