AN ORDINANCE AMENDING CHAPTER 154 OF THE MUNICIPAL CODE, BEING
ORDINANCE NO. 2325-1968, COMMONLY KNOWN AS THE ZONING ORDINANCE
OF THE CITY OF RICHMOND, INDIANA, PROVIDING FOR THE REZONING OF
PROPERTY LOCATED AT 602 INDIANA AVENUE FROM R-2 SINGLE FAMILY
RESIDENCE DISTRICT TO R-2 SU SINGLE FAMILY RESIDENCE SPECIAL
USE DISTRICT AND AUTHORIZING THE SPECIAL USE OF SAID PROPERTY
TO PERMIT THE PLACEMENT OF A MANUFACTURED HOME.
WHEREAS, The Zoning Map which is part of Ordinance No. 2325-
1968 designates and describes as R-2 Single Family
Residence District the property located at 602 Indiana
Avenue; and,
WHEREAS, it is the intent and purpose hereof to change the
zoning classification of said property from R-2 Single
Family Residence to R-2 SU Single Family Residence
Special Use District and to authorize the Special
Use of said property to permit the placement of a
manufactured home; and
WHEREAS, a study of this Ordinance was conducted by the Richmond
City Plan Commission the 27th day of September, 1983,
at which time remonstrances were heard from all parties
interested in or affected by this Ordinance; and,
WHEREAS, The vote of the Richmond City Plan Commission was
ten (10) to zero (0) in favor of recommending the
passage of Ordinance No. 46-1983.
NOW THEREFORE BE IT ORDAINED by the Common Council of the City
of Richmond, Indiana, as follows:
SECTION 1. That the zoning classification of the property de-
scribed below, and the same is hereby changed to R-2
SU Single Family Residence Special Use District, and
that said property be regulated in accordance with
the Zoning Ordinance of the City of Richmond, Indiana,
and all amendments thereto.
A part of the northeast quarter of Section thirty-one
(31), Township fourteen (14), Range one (1) west,
bounded as follows: Beginning at a point on the
north line of Indiana Avenue seven hundred thirty
nine and seventy five hundredths (739.75) feet west
of the east line of said Section being the southwest
corner of the land conveyed to Forest Thistlethwaite
by Sarah Thistlethwaite; thence west along the north
line of said Indiana Avenue one hundred (100) feet;
thence north and parallel with the east line of said
Section three hundred forty-two and three hundred
seventy-five thousandths (342.375) feet; thence east
one hundred (100) feet to the northwest corner of
said lot conveyed to forest Thistlethwaite aforesaid;
thence south along his west line to the place of
beginning.
SECTION 2. That as provided in Articles 21.01 and 48 of Chapter
154 of the Municipal Code, the following described
use of the above described real estate is allowed
as a Special Use to permit the placement of a manu-
factured home.
SECTION 3. This Ordinance shall be in full force and effect
from and after its passage and approval as by law
required.
PASSED AND ADOPTED by the Common Council of the City of Richmond,

Dear Mr. Mills, Members of Common Council and Mrs. Trimble:
The Richmond City Plan Commission conducted a public hearing on Tuesday, September
27, 1983, on the petition of Charles Devers, Jr., Owner; Jerry Jennings, Agent, request-
ing the rezoning of property located at 602 Indiana Avenue from R-2 Single Family
Residence District to R-2 SU Single Family Residence Special Use District, and also
requesting authorization for the Sepcial Use of said property to permit the placement
of a manufactured home.
Seven (7) notices of public hearing were sent to adjoining property owners with one (1)
returned in favor of the request.
The Plan Commission determined that the petition meets the requirements and stan-
dards of the Zoning Ordinance and voted ten (10) to zero (0) to recommend that Ordi-
nance No. 46-1983 be adopted.
