GREENCASTLE COMMON COUNCIL
Regular Session
December 11, 1990
The Greencastle Common Council met in regular session on
Tuesday, December 11, 1990 at 7:30 p.m. at City Hall. On call of
the roll the following members were shown to be present: Councilor
Sheri Roach, Councilor Tim Conway, Councilor Sue Murray, Councilor
Bob Sedlack, and Councilor Mike Rokicki. Also present was City
Attorney Larry Wilson.
Treasurer's Report:
The treasurer's report of October, 1990 was distributed to
Council. Councilor Rokicki moved to approve the report as
presented. This motion was seconded by Councilor Murray and was
carried by an aye unanimous vote.
Department Reports:
Leon Phillips presented the Water Department Statistical
Report. There was a valve break on Seminary Street involving lines
that were put in place in 1871.
Chief Hanlon presented the Police Department report and
distributed same to the Council.
Chief Elmore presented the Fire Department statistical report.
He noted that on Saturday the Boy Scouts will distribute packets to
each household containing information regarding smoke detectors,
fire safety and emergency numbers.
Charlene Nichols delivered the Sewage Department statistical
report. Councilor Rokicki inquired about the College Street lift
station. Mrs. Nichols said she is checking into an alarm system
that would notify the plant of power failure in order to set a
temporary generator at the site to avoid back -up.
In the Park Department Stan Lambert reported that the Park
Board has reorganized to a Board of Park Commissioners and that
Debbie Barnes of 509 East Seminary Street has been appointed to the
Board in place of Aud Walton who, living outside the city limits,
was no longer eligible to serve on the Board. A Park programming
update was presented.
Ernie Phillips presented the Cemetery report.
The Street Department statistical report was delivered by Jim
Wright and distributed to Council. Councilor Roach commended Mr.
Wright and the department for the efforts on Cassada Drive.
Councilor Sedlack noted that drainage concerns need to be checked
at Park and Lincoln Streets.
Discussion ensued concerning parking on Central Street after
it is reopened. Chief Hanlon noted that restricting parking at
certain times of the day would cause an enforcement problem. Ms.
Terry Hall suggested loading times only for the safety of the
children at Ridpath. Mr. Wright suggested a 30 minute parking
limit. Councilor Sedlack moved to restrict the parking on the west
side of Central Street and to limit parking to 30 minutes on the
east side of Central Street with such action remaining in effect
until the parking ordinance is amended to reflect these changes.
This motion was seconded by Councilor Rokicki and it was carried by
an aye unanimous vote.
® City Attorney Larry Wilson reported on the jury trial
involving varsity Lane Bowling Alley. Damage was assessed by the
jury at $130,000.00. He is exploring settlement in lieu of an
appeal. Councilor Murray asked if there were any additional cases
concerning the Southern Highway pending. Mr. Wilson reported that
Pool's, the Zinc Mill property and Jackson's are still pending.

Department Reports continued:
® Easement acquisition continues on the Fillmore Road Sewer
Extension project with two easements having been signed and
returned to City Hall. Easements have been prepared for the
Greater Eastside Sewer Separation project and acquisition is
pending.
The Clerk- Treasurer reported that the State Board of Tax
Commissioners conducted the Greencastle Civil City budget hearing
on November 30, 1990 and the budget as approved by Council was also
approved by the state.
Recommendations and Requests from Officers and Departments:
Resolution 1990 -15, A Resolution Honoring Mayor Gerald E.
Warren, was presented to Council and read in its entirety by
Councilor Sedlack. Councilor Sedlack then moved to approve
Resolution 1990 -15 as presented. This motion was seconded by
Councilor Rokicki and was carried by an aye unanimous vote.
Mayor Harmless declared Resolution 1990 -15 to have been passed
and resolved this date.
Resolution 1990 -16, A Resolution Approving Statement of
Benefits for Wal -Mart, Inc., was presented to Council and read in
its entirety by Mr. Wilson. Councilor Rokicki moved to approve
Resolution 1990 -16 as presented. This motion was seconded by
Councilor Murray and was carried by an aye unanimous vote.
Mayor Harmless declared Resolution 1990 -16 to have been passed
and resolved this date.
Ordinance 1990 -25, An Ordinance Amending Chapter 443 -55 of the
® Greencastle City Code Schedule of On- Street Reserved Handicapped
Parking Spaces, was presented to Council for second reading and
read by title only by Mayor Harmless. Councilor Roach moved to
approve Ordinance 1990 -25 as presented. Councilor Sedlack seconded
this motion and it was carried by an aye unanimous vote.
Mayor Harmless declared Ordinance 1990 -25 to have been passed
and adopted this date.
Ordinance 1990 -26, An Ordinance Amending the Greencastle
Planning and Zoning Ordinance, Chapter 814 -15, (to allow storage
warehouse in Cl district), was read in it's entirety by Mr. Wilson,
noting that first reading occurred at the Plan Commission meeting
of November 16, 1990. Councilor Sedlack asked Plan Commission
president Terry Hall if she had reservations about this ordinance.
She noted that her concern centered around allowable use and not
special exception, continuing that special exception would require
a hearing before the Zoning Board. Discussion ensued. Councilor
Murray moved to approve Ordinance 1990 -26 as presented. This
motion was seconded by Councilor Sedlack, and was carried by an aye
unanimous vote.
Ordinance 1990 -26 was declared to have been passed and adopted
this date.
Terry Hall and city planning consultant Michael Shaver, of
Wabash Scientific, presented preliminary draft findings of the
comprehensive city plan. Mr. Shaver summarized the process and
gave an overview of the capsules. Councilor Sedlack moved to
commend Mr. Shaver, Terry Hall and the Plan Commission for their
efforts and encourage them to continue working toward a final draft
of the comprehensive city plan. This motion was seconded by
Councilor Murray and was carried by an aye unanimous vote.

Council Reports and Comments:
4 Councilor Sedlack requested that the new City Personnel Policy
which will amend chapter 255 of the Greencastle City Code be placed
on the agenda of December 27, 1990.
There being no further business, Councilor Sedlack moved for
adjournment. This motion was seconded by Councilor Roach, was
carried by an aye unanimous vote, and the meeting was adjourned at
9:40 p.m.
