HomeMy Public PortalAbout08-04-2020 Plan Commission Minutes Plan Commission Record of Minutes Date: August 4, 2020 Location: Village Hall (Zoom Meeting) CALL TO ORDER, PLEDGE, & ROLL CALL Chairman Kiefer called the Plan Commission meeting to order at 7:33 p.m. immediately following the Zoning Board of Appeals meeting. ROLL CALL: Commissioners Heinen, Minnis, Renzi, Ruane, Seggebruch, Womack, and Chairman Kiefer were present. OTHERS PRESENT: Jonathan Proulx, Director of Planning; and Jessica Gal, Associate Planner. APPROVAL OF MINUTES The Minutes of the Plan Commission meeting held on July 21, 2020 were approved as presented. PUBLIC COMMENTS No Public Comments received via email. OLD BUSINESS NEW BUSINESS Will County Case East side of South Aero Drive and South of 119th Street Naim Halili Ms. Gal stated the applicant could not attend the meeting this evening because they would be attending the Will County Planning & Zoning meeting. Ms. Gal the petitioner is seeking approval from Will County for a special use permit for light equipment sales in order to sell high-quality used vehicles at 11953 South Aero Court. In accordance with the Will County Zoning Code, light equipment sales and rental requires approval of a special permit in the I-1 – Limited Industrial zoning district. Ms. Gal reviewed the staff report dated July 31, 2020. Ms. Gal concluded The Village of Plainfield has the opportunity to forward comments regarding the requested special use permit to Will County. Staff submits that the proposed special use for 11953 South Aero Court Drive will not adversely affect the existing character or pattern of development, given the existing auto-oriented, storage, and warehouse uses in the industrial park. Therefore, staff’s recommendation is to forward a letter of non-objection to the requested special use permit. Commissioner Womack asked what light equipment sales is considered in Will County. Ms. Gal explained what Will County classifies as light equipment, such as passenger vehicles, but the applicant stated he will be focusing on used car sales. Commissioner Womack asked if the building is on well & septic. Ms. Gal stated she is not familiar with the site. Commissioner Womack wants to make sure that staff is comfort with any waste stream if they offer some sort of detailing or servicing of the vehicles. Chairman Kiefer asked if Will County will be approving this case tonight. Ms. Gal stated the Will County Planning and Zoning Commission is reviewing the case tonight, but it will also need to be approved by the County Board. Commissioner Seggebruch asked if the County will limit the amount of parking the applicant could have to ensure there is parking for the other tenants. Ms. Gal indicated parking management is part of the Plan Commission Minutes August 4, 2020 Page 2 of 2 County’s Special Use process. Ms. Gal stated the applicant indicated that in this industrial subdivision the businesses work together to ensure there is enough parking. Commissioner Ruane suggested parking lot striping and signage plan. Commissioner Ruane wants to ensure that there are no service repairs or painting done to vehicles. Commissioner Renzi is also concerned about run off from oil, paint, and water. Commissioner Renzi suggested staff recommend parking lot paving, striping, and parked accordingly. Commissioner Minnis agrees with the comments regarding parking. Commissioner Heinen also agrees with the comments regarding parking and would like the County to monitor that vehicles are parking accordingly and not blocking stop signs or restricting emergency vehicles from accessing the businesses. Chairman Kiefer stated the three main concerns are run off, parking, and well & septic. Commissioner Ruane made a motion to file no objection to a requested special use permit from Will County to permit light equipment sales in order to sell high-quality used vehicles at 11953 South Aero Court, in unincorporated Will County. Second by Commissioner Womack. Vote by roll call: Heinen, yes; Minnis, yes; Renzi, yes; Seggebruch, yes; Womack, yes; Ruane, yes; Kiefer, yes. Motion carried 7-0. DISCUSSION No discussion.
