HomeMy Public PortalAbout12/27/1990 specialGREENCASTLE COMMON COUNCIL Special Session December 27, 1990 • The Greencastle Common Council met in special session on Thursday, December 27, 1990 at 7:30 p.m, in City Hall. On call of the roll the following members were shown to be present: Councilor Tim Conway, Councilor Sue Murray, Councilor Mike Rokicki. Councilors Sheri Roach and Bob Sedlack were absent. City Attorney Larry Wilson was also present. Mr. John Seever of H.J. Umbaugh & Associates was present to explain the parameters bond ordinances for the refunding bond issues in the water utility and sewage utility. Mr. Seever indicated that refunding the sewage revenue bonds would result in lowering the interest rate paid on the bonds and resulting in a net -- savings to the sewage utility over life of the issue. Mr. Seever further explained that the refunding of the revenue bond in the water utility was a covenant refunding, designed to change the covenants of the existing bond ordinance to allow for the appropriate flow of revenues within the water utility. He continued that the net savings would not be as significant as in the sewage utility, however removing the antiquated covenants would provide for more efficient operations in the water utility. Discussion ensued. Mr. Seever went on to explain that by passing the parameters ordinances the Council would be allowing the Mayor and Clerk- Treasurer to proceed with the refunding to the point of receiving final interest rates and amounts to be issued. At that time the final bond ordinance would be presented to Council for approval with the closing being after final passage. Presented to Council was the proposed form of Ordinance 1991- 3, Parameters Bond Ordinance for the Refunding of the Waterworks Revenue Bonds of 1979. Having been distributed to Council prior to the meeting for review, Councilor Murray moved to read Ordinance ® 1991 -3 by title only. This motion was seconded by Councilor Rokicki, and was carried by an aye unanimous vote. Ordinance 1991 -3, An Ordinance concerning the advance refunding by the City of Greencastle, of its Waterworks Revenue Bonds of 1979; authorizing the issuance of Waterworks Refunding Revenue Bonds of 1991, for such purpose; providing for the collection, segregation, and distribution of the revenues of the waterworks and the safeguarding of the interests of the owners of the Waterworks Refunding Revenue Bonds of 1991; other matters connected therewith; and repealing ordinances inconsistent herewith, was presented to Council and was read by title only by Mr. Wilson. Councilor Murray moved to approve Ordinance 1991 -3 as presented on first reading. This motion was seconded by Councilor Rokicki and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1991 -3 to have been passed on first reading. The ordinance having been distributed to Council before the meeting for review, Councilor Murray moved for the introduction of Ordinance 1991 -4 to be by title only. Councilor Rokicki seconded the motion, and it was carried by an aye unanimous vote. Ordinance 1.990 -19, An Ordinance Fixing the Salaries of Elected Officers of the City of Greencastle for the Year 1991, was presented to Council for second reading and was read by title only by Mayor Harmless. Councilor. Rokicki moved to approve Ordinance 1990 -19 as presented. Councilor Murray seconded the motion, and it was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1990 -19 to have been passed and adopted this date. Resolution 1990 -17, A Resolution Authorizing Transfer of Appropriations Within Classifications of the 1990 Budget of the City of Greencastle, was presented to Council and read in its entirety by the Clerk- Treasurer. Councilor Rokicki moved to approve Resolution 1990 -17 as presented. This motion was seconded by Councilor Murray and was carried by an aye unanimous vote. Mayor Harmless declared Resolution 1990 -17 to have been passed and resolved this date. Resolution 1990 -18, A Resolution Authorizing Transfer of Appropriations Between Classifications of the 1990 Budget of the City of Greencastle, was presented to Council and read in its entirety by the Clerk- Treasurer. Councilor Rokicki moved to approve Resolution 1990 -18 as presented. This motion was seconded by Councilor Murray, and was carried by an aye unanimous vote. Mayor Harmless declared Resolution 1990 -18 to have been passed and resolved this date. Councilor Rokicki moved for the introduction of Ordinance • 1990 -2, having been distributed to Council prior to the meeting for review, by title only. This motion was seconded by Councilor Murray and was carried by an aye unanimous vote. Ordinance 1991 -2, An Ordinance Authorizing the City of Greencastle to issue its "Economic Development Revenue Bonds, Series 1991, (Pedcor Investments - 1989- VII,L.P. Project)" and approving other actions in respect thereto, was presented to Council and read by title only by Mr. Wilson. Councilor Rokicki moved to approve Ordinance 1991 -2 as presented. Councilor Murray seconded the motion, and it was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1991 -2 to have been passed on first reading. . Ordinance 1991 -1, An Ordinance Amending Chapter 255 of the Greencastle Code to Establish a Personnel Policy, was presented to Council and read by Mayor Harmless. Discussion ensued concerning the establishment of a personnel policy for the City of Greencastle. The Clerk- Treasurer noted that the passage of the ordinance is the first step in providing standardized policies and procedures to increase understanding, reduce the need of individual decision making on the matters of city policy, establish a consistent manner of enforcement, and the fair and equitable treatment of all city employees. Discussion ensued concerning changes and additions in the policy statement. Councilor Murray suggested the attachments be deleted from the ordinance to allow for filing of attachment A and for updated information on attachment B. With that deletion Councilor Murray moved to approve Ordinance 1991 -1. This motion was seconded by Councilor Rokicki and was carried by an aye unanimous vote. • Mayor Harmless declared Ordinance 1991. -1 to have been passed on first reading. CC 12/27/90 Page 3 Certificates of Appreciation were approved for the following: Greencastle Civic League, Moose Lodge No. 1592, V.F.W. Post 1550, Jaycees, H.A. Parts Products of Indiana Company, Lone Star Industries, Inc., Lions Club, and John A. McCullough. There being no further business, Councilor Murray moved for adjournment. This motion was seconded by Councilor Rokicki, was carried by an aye unanimous vote, and the meeting was adjourned at 9:45 p.m. Michael M.
