Introductions:
The meeting was called to order by Vice-Chair, William Case promptly at 9:30 a.m. Mr. Case welcomed
all attendees and requested self-introductions.
Approval of Agenda:
Wayne Lee motioned to approve the agenda, seconded by Royal Speidel. Motion carried.
Approval of Minutes:
Wayne Lee motioned to approve the minutes dated, February 9th, 2015, seconded by Terry Donner.
Motion carried. Mr. Marshall excused himself from the vote as not present at the February 9th, 2015
meeting.
Wayne Lee moved to approve the minutes dated, May 12, 2015, (with an official documentation
request) seconded by Terry Donner. Motion carried.
Official Documentation stated by Mr. Lee: Misunderstood the motion of the one-day pass/fare increase
made by Royal Speidel at the May 12, 2015 meeting. Wayne Lee indicated prior to meeting he suffered a
mild seizure.

Transit Administration Report (Mark Mehmert)
During my six months of employment as Transit Division Director, three grants have been applied for
and all successful.
(1) State operating grant of $11,100.
(2) Section 5307, which is the large operating grant received from FTA. This year is approximately
$730,000.
(3) Section 5310 – This is a new grant to JEFFTRAN. The CAMPO staff was very helpful. We applied
for (3) new Handi-wheel buses. The Handi-wheels buses using the MoDot Contract are
approximately $53,000, without upgrades. JEFFTRAN does upgrade the floorplan to carry nearly
twice as many passengers and specifies a more advanced camera system (with audio) which
adds approximately $10,000 plus per bus.
With the Section 5310 grant approval for the three Handi-wheel buses, other monies (Section 5339
funds) will now available to direct attention to other needs.
Missouri Blvd/Capitol Mall Route Modifications
With the recently opening of Sam’s Club and Stoneridge and Hard Rock Drive in July 2015, JEFFTRAN has
modified a few changed to the Missouri Boulevard and Capital Mall bus routes. These modifications
have accommodated those transferring across town which helps to shorten commutes.
As a result, two additional bus shelters have been placed in the area. The City of Jefferson’s Street
Division has worked with JEFFTRAN to install these bus shelters plus pour additional concrete at the
Menards transfer point for safety of ridership. Staff is very appreciative to Britt Smith and Lou Alber
with Public Works /Street Department for their assistance.
JEFFTRAN is very appreciative to the businesses who have purchased bus shelters for passengers of
JEFFTRAN. The transit system now has 45 bus shelters within the city. Staff has a list of bus stops at
which shelters are requested. Local businesses such as Kohls, Sams, Scholastics, and St. Mary’s have
purchased bus shelters.
Advisory Board suggested city staff to show acknowledgement to those businesses that have purchased
and suggested JEFFTRAN staff consider approaching businesses additional businesses for potential bus
shelter purchases. Businesses suggested were Lowes, AT&T, Barnes and Noble, and Chick-Fil-A.
After a lengthy discussion in regards to bus shelters and advertising, staff will report back to board with
cost and guidelines of advertising and speak with (FTA) in regards to regulations at a future upcoming
meeting.
Vice-Chair Bill Case moved JEFFTRAN staff to consider plaques be placed inside bus shelters or some
type of recognition showing business name that sponsored bus shelter(s) with added motion, staff
requirement to report back with cost estimate and FTA guideline clarification at next meeting, seconded
by Wm. Bill Marshall. Motion carried.

Sue Gibson (guest) requested JEFFTRAN staff consider enforcing No Smoking in the bus shelters. Staff
will speak with city legal department for direction and clarification.
JEFFTRAN Customer Survey Results
Brief overview of the results of a customer survey was presented. There were 42 respondents. Surveys
were placed in varies locations and we received one online response. Two questions were asked.
1. Part of JEFFTRAN’s purpose is to enable people to connect to the community. Overall, does
JEFFTRAN do this?
2. Overall, how would you rate JEFFTRAN’s service?
95.24% of respondents indicated a rating of “Good” or better.
Review of Council Action Regarding Proposed Fare Increase
A lengthy around the table discussion took place in regards to the previous voting decision from the City
Council in regarding the proposed fare increase.
Wayne Lee provided a folder to the committee information from the Citizens for JEFFTRAN and asked to
meet more often than quarterly.
The committee discusses the possibility. Bill Case request staff move next scheduled meeting from
November 17th, 2015 to October 2015. Administrative Assistant Glenna Vernon will contact Chair Ann
Bax.
FY2016 Public Transit Advisory Committee Meeting Calendar
The FY2016 Calendar has been table until next meeting.
Wayne Lee motioned to adjourn the meeting at 11:02 a.m., seconded by Royal Speidel.
