Leesburg Receives Distinguished Budget Presentation Award
for 34th Consecutive Year
Leesburg, VA (October 24, 2019) – The Government Finance Officers Association (GFOA) has
awarded the Town of Leesburg its prestigious Distinguished Budget Presentation Award for the
Town’s Fiscal Year 2019 budget. Leesburg has received this award every year since 1986.
The GFOA Distinguished Budget Presentation Award recognizes organizations that meet the
highest principles of governmental budgeting. Recipients must satisfy nationally recognized
guidelines for effective budget development and presentation. These guidelines are designed to
assess how well an organization’s budget serves the multiple roles of policy document, financial
plan, operations guide, and communications device. Budget documents must be rated as
“proficient” or “outstanding” in all four categories, and in the 14 mandatory criteria within
those categories, to receive the award.
As part of this award, the Department of Finance and Administrative Services was presented
with a Certificate of Recognition for Budget Preparation. Members of the budget preparation
team include Clark Case, Director of Finance and Administrative Services; Lisa Haley, Deputy
Director/Treasurer; Jason Cournoyer, Management and Budget Officer; and Cole Fazenbaker,
Management Analyst.
The Government Finance Officers Association is a non-profit professional association serving
over 18,000 government finance professionals in North America. The GFOA Distinguished
Budget Presentation Award is the only national awards program in governmental budgeting.
