HomeMy Public PortalAbout2006-085 (05-02-06)RESOLUTION NO. ~nnF_nR~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE CITY'S DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) CONSOLIDATED ANNUAL PLAN AND FUNDING FOR FISCAL YEAR 2006-2007 ~' WHEREAS, the Department of Housing and Urban Development requires cities to have an approved Consolidated Annual Action Plan - - (Consolidated Plan) order to receive Community Development Block Grant (CDBG) and HOME funds; and WHEREAS, the Consolidated Plan serves as a planning document, an application for federal funds, a strategy to be followed in carrying out HUD programs, and an action plan that provides a basis for assessing performance; and WHEREAS, the City expects to have $1,776,824 in CDBG funds and $285,319 in HOME funds available for Fiscal Year 2006-2007, to carry out goals set in the Consolidated 2005-2010 Strategic Plan; and WHEREAS, the City of Lynwood's Community Development Block Grant Advisory Board Commission has conducted the required Public Hearings to obtain citizen input on the draft Fiscal Year 2006-2007 Annual Plan: and WHEREAS, the Lynwood City Council has reviewed the draft Consolidated Plan and taken into consideration public commentslinput relating to Lynwood's community development and housing needs. I NOW, THEREFORE, the City Council of the City of Lynwood does hereby find, determine, order and resolve as follows: Section 1. The Lynwood City Council approves the Consolidated Annual Action Plan for Fiscal Year 2006-2007, to include any amendments made at the May 2, 2006, City Council meeting. Section 2. The Lynwood City Council approves the following allocations and activities for fiscal year 2006-2007, with the use of CDBG and HOME funds as listed below: FISCAL YEAR 2006-2007 ALLOCATIONS CDBG ACTIVITIES 1. CDBG ADMINISTRATION 328,000 2. FAIR HOUSING FOUNDATION 18,000 3. SECTION 108 REPAYMENT 598,324 4 STREET IMPROVEMENTS 200,000 5. CODE ENFORCEMENT 380,000 6. SENIOR CITIZEN PROGRAM 80,000 7. LYNWOOD CROSSING GUARDS 80,000 8. NATATORIUM EXTENDED HRS. 20,000 9 LYNWOOD ATHLETICS COM. SERV. 20,000 10. DRIVE BY AGONY 10,000 11. ALICE COMPUTER ACADEMY 10,000 12. PROJECT IMPACT 10,000. 13 TRUEVtNE PROJECT RESTORE 10,000 14 . SUNSHINE DAYCARE 7,500 15. COMPTON DANCE THEATRE 7,500 16 . POSITIVE IMAJE 5,000 HOME ACTIVITIES A. HOME ADMINISTRATION 28,532 B. This Resolution authorizes the required submittal of the CDBG and HOME Applications and Consolidated Annual Action Plan Fiscal Year 2006-2007, to the U.S. Department of Housing and Urban Development (HUD). Section 4. This Resolution shall become effective immediately upon its adoption.
