Clerk of Council Eileen Boeing Completes Certified Municipal
Clerk Program
Leesburg, VA (July 18, 2019) – The Town of Leesburg is pleased to announce that Clerk of
Council Eileen Boeing recently met the requirements to earn the Certified Municipal Clerk
(CMC) professional designation which is designed to enhance the job performance of the clerk
in small and large municipalities.
In order to earn the CMC designation, a Municipal Clerk must attend extensive educational
programs in addition to pertinent experience in a municipality. The program is administered
through the International Institutes of Municipal Clerks (IIMC) in order to prepare applicants to
meet the challenges of their complex role by providing quality education in partnership with
institutions of higher learning as well as State and National Associations. The CMC program has
been assisting clerks to excel since 1970.
Boeing said her certification took two and a half years to complete and required a total of 110
credits, divided between education and experience.
“It has given me the foundation to understand this role better,” Boeing said. “It has definitely
been a great experience and a great network. Everyone was very open when teaching the ropes
and I feel better equipped to do my job having gone through this certification program. No two
days are the same in the Clerk’s office.”
Boeing joined the Town of Leesburg in January 2017. Her daily duties include supporting
Council activities, Board and Commission support and regulatory compliance. She is also
responsible for supervising and maintaining the permanent record of all Town resolutions and
ordinances and preparing and distributing agendas, legislation, minutes, motions, listings, and
notices among other tasks. Boeing also serves as the Freedom of Information Officer and the
Records Officer for the Town.
Boeing said she continues to admire how well the Town supports its employees and the ever-
changing culture. She hopes to continue her education by completing the Master Municipal
Clerk Certification in the near future.
