U.S. Customs General Aviation Clearance Facility Opens at
Leesburg Executive Airport
Leesburg, VA (February 15, 2019) – On Friday,
February 15, 2019, the new U.S. Customs
General Aviation Clearance Facility, at the
Leesburg Executive Airport, officially began
operations. A ribbon cutting event is expected
to take place in March.
Last year, the Leesburg Town Council awarded
a contract to AtLam llc for the construction of
the facility at the state’s second-busiest general
aviation airport. Customs and Border
Protection (CBP) has agreed to clear
international flights at the Leesburg Executive
Airport, using on-call personnel based at the
Dulles International Airport. As a result, flights
entering the U.S. from a foreign country can now receive a customs clearance in Leesburg,
without having to stop at a different port of entry.
“The new customs facility is an important service enhancement that allows for international
travelers to fly directly into Leesburg from anywhere in the world,” said Leesburg Executive
Airport Manager Scott Coffman, adding that it will strengthen the airport's position to serve the
corporate and general aviation community.
CBP will process arriving flights at the newly designated processing facility located in the
Stanley Caulkins passenger terminal. Aircraft operators are required to submit their landing
rights request via Electronic Advance Passenger Information System (eAPIS) and contact the
Dulles CBP Command Center within 24 hours of the intended arrival time. Clearance services
will be provided between the hours of 6 a.m. and 9 p.m., Sunday through Saturday.
The CBP Private Air Advance Passenger Information System (APHIS) Guide describes the
requirements for aircraft clearance at a Fixed Based Operator (FBO) and is an integral part of
the agreement for clearance and admissibility services. This document will assist in establishing
procedures and guidelines to govern the clearance of private and charter aircraft. If approval is
denied, the aircraft will be ordered to proceed to a Dulles International Airport FBO for
clearance procedures.
