HomeMy Public PortalAboutMIN-CC-2005-07-12MOAB CITY COUNCIL REGULAR MEETING July 12, 2005 The Moab City Council held a Regular Meeting on the above date at the Council Chambers of Moab City Offices, located at 217 East Center Street, Moab, Utah. Mayor David L. Sakrison called the Regular Meeting to order at 7:00 PM. Councilmember Davis led in the Pledge of Allegiance. In attendance were Councilmembers Kyle Bailey, Keith Brewer, Gregg Stucki and Rob Sweeten. Also in attendance were City Manager Donna Metzler, Deputy Recorder Danielle Guerrero, Deputy Recorder Leslie Ankrum, City Treasurer Jennie Ross, City Planner Robert Hugie, and Police Chief Mike Navarre, eight (8) member of the audience and Media. There were no minutes to be approved. Under Citizens to be Heard, Janet Lowe spoke on the Art Exhibit Reception. Sara Melnakoff acknowledged City Recreation for their Recycling at the Ball Park. REGULAR MEETING & ATTENDANCE MINUTES CITIZENS TO BE HEARD Under Planning Department Update, City Planner Robert Hugie stated PLANNING UPDATE that the Oliver Annexation, Bierschied Annexation, and the Holyoak Annexation were on the agenda. No Public Works Update was given. No Police Department Update was given. A Presentation of the Mayor's Student Citizenship of the Month Award for Helen M. Knight Intermediate School was given to Robbie Sweeten. A Proclamation of 2005 as the Moab Community Church Centennial was made. Councilmember Sweeten moved to Approve a Request for Use of Swanny City Park by Extreme Safety on August 20, 2005 from 4:00 to 8:00 PM to Conduct a Volunteer Barbeque. Councilmember Stucki seconded the motion. The motion carried 5-0 aye. Councilmember Sweeten moved to Approve a Request for Waiver of the Damage Deposit for Swanny City Park not to exceed $1000.00 by Extreme Safety. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. Councilmember Bailey moved to Approve a Request for use of Center Street Ball Park for an Amplified Music Event (Battle of the Bands) on August 19, 2005 from 7:00 to 10:00 PM. Councilmember Sweeten seconded the motion. The motion carried 5-0 aye. Councilmember Sweeten moved to Approve Proposed Ordinance #2005-05 — An Ordinance of the Governing Body of Moab Annexing Property to the City of Moab. Councilmember Davis seconded the motion. The motion carried 5-0 aye. Councilmember Sweeten moved to Approve Proposed Ordinance #2005-06 — An Ordinance of the Governing Body of Moab Annexing Property to the City of Moab. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. July 12, 2005 PUBLIC WORKS UPDATE POLICE UPDATE PRESENTATION P ROCLAMATION APPROVAL OF USE OF SWANNY CITY PARK BY EXTREME SAFETY ON 8-20- 05 FROM 4-8 PM TO CONDUCT A VOLUNTEER BARBEQUE APPROVAL OF A WAIVER OF THE DAMAGE DEPOSIT FOR SWANNY CITY PARK NOT TO EXCEED $1000.00 BY EXTREME SAFETY APPROVAL OF A REQUEST TO USE CENTER STREET BALL PARK FOR AN AMPLIFIED MUSIC EVENT ON 8-19-05 FROM 7-10 PM APPROVAL OF ORDINANCE #2005-05 - AN ORDINANCE OF THE GOVERNING BODY OF MOAB ANNEXING PROPERTY TO THE CITY OF MOAB APPROVAL OF ORDINANCE #2005-06 - AN ORDINANCE OF THE GOVERNING BODY OF MOAB ANNEXING PROPERTY TO THE CITY OF MOAB Page 1 of 2 Mayor Sakrison moved to open the Public Hearing on Proposed Ordinance #2005-08 — An Ordinance of the Governing Body of Moab Annexing Property to the City of Moab. Public Hearing opened at 7:25 PM. There was no Public Comment. Mayor Sakrison closed the Public Hearing on Proposed Ordinance #2005-08 — An Ordinance of the Governing Body of Moab Annexing Property to the City of Moab at 7:41 PM Under Reading of Correspondence, Mayor Sakrison distributed a letter from Margaret Hopkins concerning the Youth Garden ribbon cutting at 1:30 on Saturday July 16, 2005. Under Administrative Reports, City Manager Metzler stated that staff was working on year end close. City Manager Metzler also stated that the Teen Center job was still open until filled and that the Recreation Coordinator interviews had been scheduled for next week. Ms. Metzler stated that she would like to have a workshop concerning the East Center Street Project on August 16, 2005. City Manager Metzler stated that the open house for the new City Center would be September 23, 2005. There were no goal updates. There was no report on City/County Cooperation Under Mayor and Council Reports, Councilmember Sweeten stated that he would like to see a Flag Pole for the City Center Building that would hold three flags. City Manager Metzler stated that the flag pole would be added as soon as the rest of the project was complete. Councilmember Brewer stated he would like a time frame on the West Center Street Project completion. City Manager Metzler stated that she would find out a time frame. Councilmember Sweeten moved to Pay the Bills Against the City of Moab in the amount of $709,497.27. Councilmember Stucki seconded the motion. The motion carried by roll -call -vote 5-0 aye. Councilmember Brewer moved to adjourn the meeting. Councilmember Sweeten seconded the motion. The motion carried 5-0 aye. Mayor Sakrison adjourned the Regular Meeting at 7:42 PM.
