HomeMy Public PortalAboutLBT Minutes 2002 12/03Minutes for 12-3-02 Meeting I) Comments on "districting" A) Consensus — "keep our options open, review every six months" 1) After some discussion agreed that any new building could serve our purposes with or without districting if properly planned 2) Definitely within our powers if we think it is the right thing to do 3) Political issues with county commissioners and city council can be surmounted B) Concept of "expansion" was revisited and, after discussion, reaffirmed II) Review of our most important "scarce resource" A) Anne is necessary to cataloging and indexing B) Cataloging, indexing, and automation are our first priorities C) So, must be very careful in giving Anne lower priority jobs that would interfere with these projects D) So, we find others to do the work others can do, save Anne for the work that only she can do E) And, how is progress? 1) Estimated completion date possible yet? (a) 2 or 3 years from now 2) Any danger of loosing records to fire, etc? (a) Soon to be taken care of, storing in Star News basement F) Is there any way we can do this sooner? 1) Contract out to telecommuters 2) Contract out to commercial organization (there are several) that do this for $0.80 to $1.00/book (we have 25,000 books to go) (a) This perhaps $30,000 tab might be partially covered by grants (b) Hershgold says that we could raise significant monies for this project to meet matching requirements (c) Carol Coyle, grant writing specialist for the city, is available to us (d) Anne will meet with her this week (e) Lone library applicants may not be as attractive as districts or groups. We might be able to apply for our whole consortium. (f) Anne will have Coyle's reaction and remarks by 2/12 (our next meeting) (g) Cut expressed opinion that farming this out would dramatically enhance the library's capacity to change itself for the better in the near term. III) Checking progress on "public perception" action steps A) Newspaper articles — Anne and Suzie doing it now? 1) Articles have appeared and will continue to appear B) Newsletter — Suzie is planning to do this? What, in fact? 1) "Check It Out" format displayed — general vocal approval 2) Will mail to all in Donnelly, McCall, Lake Fork if affordable. (a) Suzy will check costs, getting info from "Friends", by 2/12 3) Use of "Friends" franking privileges, or MAHC 4) Perhaps 3 times per year 5) Maybe take a quarter off to leave room for the Friends fundraising letter 6) Suggestion made of distributing also through the school take-home materials C) Radio promotion 1) Dave has told Ed that we would like to do some 2) Anne needs scripting, help — who will do this? When? 3) Ed will talk to Dave to get more specifics as to what he can and will use 4) Perhaps use, in modified form, the submissions to the newspaper D) Logo contest — defer until after year end, when Friends can probably help E) Suggestion box 1) Portable - yes 2) Jack has built a beautiful box for the purpose — really neat 3) Coding of suggestions (a) who will do it — Anne and Sue will work out a way to have them put into a computer data base (b) Acknowledging suggestions — don't begin until we can and, again, Anne and Sue feel they can figure this out (c) Realize that there probably won't be a dozen suggestions per week 4) Anne will see to having a large sign placed over box that includes topics that might the subject of suggestions. F) Mission display 1) Anne says she will do this 2) Book marks (a) Lamination too expensive (b) Check with McCall Printing (c) "Anne will do this, in addition to everything else" 3) Display sign (a) Anne will do this, too, by 2/12 G) Yellow pages 1) Umbach's informal survey — people would look for library number under yellow pages 2) Anne is working with phone company to get costs (a) Phone company has not replied (b) Anne will follow up H) City Council relationship building 1) Have a lunch meeting (a) Present long range plan (b) Demonstrations (c) Hold off until next year, when we have a written plan ready (d) City Council presently a bit up for grabs 2) Attending city council meetings (a) Enthusiasm limited if this means "all meetings" (b) Probably not necessary or useful to attend "all meetings" (c) Anne will watch agendas, will get a board person to agree to come, and Anne does not necessarily have to accompany (d) Beginning at once. 3) Send a "season's greeting" card together with bookmark and a personalized invitation to festival of trees, signed by board (a) Who will prepare? Ed H will buy cards (b) When to sign? At 2/12 meeting 4) This is one project where you don't just do it and fall back — must keep at it. I) "Needs Assessment" how to do it ideas 1) Who to get information from (a) Our "mailing area — McCall, Donnelly, Lake Fork (maybe all of Valley County if we want to explore districting) (b) Survey might give us profile as well as gather info 2) Jim Pace has done this, would write a survey instrument for us, thinking especially of the City Website (a) But is that the place to put the survey? (b) Mailings, Newspaper stuffings might be better (c) Sue has some course background in survey research, but protests ignorance of the field 3) Robyn reported on a conversation with the new PIO at the Payette Forest who suggested using an academic department somewhere as a class project (a) Cut remembered that there is a rural sociology department at UI that has done this before for other McCall issues (b) Cut will try to track that down this week. 4) ASSIGNMENT for 2/12 meeting (a) Identify and write down the questions you would like answers to if we could get them. IV) Possible Contents of a Written Long Range Plan A) Executive briefing 1 page B) Overview of planning process 1-2 pages C) Description of Organization Values 1 page 7 D) Vision Statement 1 page E) Desired Future 3 pages 1) KRA's 2) CSI's 3) Structure F) Performance Audit (needed?) 1 page G) Action Plans 2-3 pages/plan 1) Goals near term 2) Midpoint checklist 3) Goals 1-3 years out H) Implementation plans 1-2 pages I) Notes for next year's planning 1 page J) Exhibits We may not need something quite so elaborate. Who will write it?
