A RESOLUTION: APPROVAL OF HARRISON STREET ART MURAL
WHEREAS,the Leesburg Town Council supports the Commission on Public Art,
established in 2006 (COPA Article XII Section 2-100 of the Leesburg Town Code); and
WHEREAS, the work of the Commission on Public Art encourages and supports art to
enhance Leesburg's identity while demonstrating the value of art and creativity within the
community; and
WHEREAS,the Commission on Public Art has received a proposal from local artist
Elizabeth Halliday for a mural design that would depict birds and flowers that are native to
Northern Virginia; and
WHEREAS,the mural wall is in the public right-of-way adjacent to the property found on
PIN 231-28-8659; and
WHEREAS,the painting would take about two weeks for completion and would cover the
entire Harrison Street wall,which measures 140 feet by 5.5 feet.; and
WHEREAS,the entire projected is expected to cost$2,500.; and
WHEREAS,the Commission on Public Art voted to encumber$1,000 of its funds towards
this project while Friends of Leesburg Public Art agreed to fund the remaining $1,500; and
WHEREAS, minimal staff time by the Department of Public Works and Capital Projects
will be needed to prepare the wall for the mural art, and for maintenance of the mural; and
WHEREAS,the Town Council must endorse all art displayed on public property.

A RESOLUTION: APPROVAL OF HARRISON STREET ART MURAL
THEREFORE, RESOLVED,that the Council of the Town of Leesburg in Virginia hereby
endorses the Harrison Street mural designed by Elizabeth Halliday for installation on Harrison
Street wall and the Town of Leesburg will own and maintain the physical mural. The Town
Manager is authorized to execute a contract with Elizabeth Halliday, in a form approved by the
Town Attorney, outlining the mural art copyright retained by Elizabeth Halliday with reproduction
rights given to the Town for appropriate promotional and educational purposes.
