A RESOLUTION: CONFIRMING THE PROCESS TO BE USED BY TOWN COUNCIL TO
SELECT FROM PERSONS INTERESTED IN SERVING ON TOWN
COUNCIL FOR AN INTERIM PERIOD ENDING DECEMBER 31, 2020
WHEREAS, Town Council may appoint a Council member to fill the vacancy that was
created on May 31, 2020 when Josh Thiel resigned from office as council member; and
WHEREAS,the intended term of the appointment will run until Mr. Thiel's term expires on
December 31, 2020; and
WHEREAS, the Town Council is interested in formally confirming the process to be used to
select from persons interested in serving on Town Council for an interim period in the year 2020.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the
formal process that Council intends to use in order to consider persons interested in serving on the
Town Council for an interim period through December 31, 2020 will be as follows:
SECTION I. Interested persons who are a qualified voter of the Town of Leesburg were
asked to submit a confidential letter of interest and professional resume addressed to the Clerk of
the Council for consideration by Town Council by June 15, 2020.
SECTION II. The Clerk of the Council provided copies of all received documents from
interested individuals to the Town Council Members.
SECTION III. Town Council Members will notify the Clerk of the Council in writing of
their top five candidates in order of preference by close of business (5:00 p.m.) Friday, July 17,
2020.
SECTION IV. Whichever candidates receive at least four votes will be discussed by Town
Council on July 28, 2020.

SECTION V. The Town Council will deliberate and consider a vote to appoint a person for
an interim period on Council ending on December 31, 2020.
