AN ORDINANCE AMENDING CHAPTER 154 OF THE MUNICIPAL CODE, BEING ORDI-
NANCE NO. 2325-1968, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE
CITY OF RICHMOND, INDIANA, PROVIDING FOR THE REZONING OF PROPERTY
LOCATED AT 1175 NORTH"A" STREET AND 1110, 1120 AND 1126 EAST MAIN
STREET FROM R-4 MULTI -FAMILY RESIDENCE DISTRICT AND C-2 COMMERCIAL
DISTRICT TO C-3 CENTRAL BUSINESS DISTRICT.
WHEREAS, the Zoning Map which is part of Ordinance No. 2325-1968 designates and
describes as R-4 Multi -Family Residence District and C-2 Commercial Dis-
trict the property located at 1175 North "A" Street and 1110, 1120 and
1126 East Main Street; and,
WHEREAS, it is the intent and purpose hereof to change the zoning classification
of said property from R-4 Multi -Family Residence District and C-2 Com-
mercial District to C-3 Central Business District; and,
WHEREAS, a study of this Ordinance was conducted by the Richmond City Plan Com-
mission the 25th day of October, 1983, at which time remonstrances were
heard from all parties interested in or affected by this Ordinance; and,
WHEREAS, the vote of the Richmond City Plan Commission was ten (10) to zero (0)
in favor of recommending the passage of Ordinance No. 59-1983.
NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Indiana,
as follows:
SECTION 1. That the zoning classification of the property described below be,
and the same is hereby changed to C-3 Central Business District and that
said property be regulated in accordance with the Zoning Ordinance of
the City of Richmond, Indiana, and all amendments thereto.
The following Lots numbered 250,251,252,253,254,255,256,257,258 and 259
in the Elizabeth Starr's 2nd Addition to the City of Richmond, Indiana.
Also, the vacated alley lying between said Lots. Also, the following
Lots numbered 177,178,179 and 180 in the C.W. Starr's 6th Addition to
the City of Richmond, Indiana. Also, the following part of Lot 181 in
C.W. Starr's 6th Addition to the City of Richmond, Indiana, and more
particularly described as follows, to -trait:
Beginning at the intersection of the north line of Main Street with the
center line, extended southwardly, of the brick partition wall of a double
brick dwelling house, the west side of which has now been replaced by a
brick building and the southeast corner of which is at the said place
of beginning, which is twenty-five (25) feet, more or less, east from
the soutlmaest corner of said Lot number one hundred eighty-one (181),
and from said place of beginning running northwardly, on the center line
of said partition wall and the extension thereof, one hundred twenty-six
(126) feet; thence west five (5) feet; thence north thirty-five and
eighty-six hundredths (35.86) feet, more or less, to the south line of
a public alley; thence west along said alley to the northwest corner
of said Lot number one hundred eighty-one (181); thence south along the
west side of said Lot number one hundred eighty-one (181) to the north
line of Main Street; thence northeasterwardly, on the north line of Main
Street twenty-five (25) feet, more or less, to the place of beginning.
SECTION 2. This Ordinance shall be in full force and effect from and after its
passage and approval as by law required.
PASSED AND ADOPTED by the Common Council of the City of Richmond, Indiana, this

Dear Mr. Mills, Members of Common Council and Mrs. Trimble:
The Richmond City Plan Commission conducted a public hearing on Tuesday, October 25,
1983, on the petition of the Palladium Publishing Corporation, James H. Ronald, and
Harrington -Hoch, Inc.; George Reller, Agent, requesting to rezone property located at
1175 North "A" Street and 1110, 1120 and 1126 East Main Street from R-4 Multi -Family
Residence District and C-2 Commercial District to C-3 Central Business District.
Seventeen (17) notices of public heairng were sent to surrounding property owners with
none returned.
The principal petitioner in this case is the Palladium Publishing Corporation who proposes
to expand their facilities at 1175 North "A" Street. Two other parties have joined in
the petition, Harrington -Hoch, Inc., and James H. Ronald, because the requested C-3
zoning is compatible with their existing land use and the inclusion of their property would
more nearly square up the boundary of the area proposed to be rezoned.
The Plan Commission voted ten (10) to zero (0) to recommend the adoption of Ordinance
No. 59-1983, and determined the following:
1. The subject property is an integral part of Richmond's downtown area
and is immediately east of an existing C-3 Zoning District.
2. The requested rezoning would not harm adjoining property values and
represents the highest and best use of the property.
