Absent Meints. Motion by Nielsen second by Lindaman to approve the minutes of the September regular meeting and the September 9th special meeting. All ayes, carried. Motion by Nielsen second by Van Heiden to approve the Treasurer’s report. All ayes, carried. Motion by James second by Lindaman to approve the following bills for payment. All ayes, carried. Kristie Wildung and Ray Spangenberg presented information regarding bulk water connection to Central Iowa Rural Water. Proposed connection fee to be $800,000.00. Gary Sindalar, City Engineer presented information regarding the replacement of water mains. Estimated cost of main replacement to be $490,000.00. At this time no decision has been made regarding the bulk water connection. An income survey will need to be completed in order to proceed with grant applications to cover the cost of the bulk water connection.. Deputy Kirk Dolleslager presented the police report. Motion by James second by Nielsen to approve Resolution 09-2004 a resolution setting a date for a public hearing on authorizing an application to the Iowa Department of Economic development for a community development block grant and to obtain citizen input on low and moderate income needs of the community. The public hearing will be held November 1, 2004 at 7:30 p.m. Roll call of votes. All ayes, carried. Motion by Lindaman second by Van Heiden to set date for public hearing for the Housing Rehabilitation Grant application. The public hearing will be held November 1, 2004 at 7:45 p.m. All ayes, carried. Motion by Lindaman, second by James to approve the following building permits: Dave Henning, Ron Klaasen, Paul Thuesen, Delbert Hippen, and Steve Hippen. The workshop approved for Steve Hippen must have vinyl siding. All ayes, carried. Motion by Nielsen second by Van Heiden to approve beer permit for Mike’s Supermarket and an outdoor service area for the Wellsburg Tap. All ayes, carried. Motion by Van Heiden second by James to accept the transfer of the OHS Building to the City of Wellsburg. All ayes, carried. Motion to adjourn by Nielsen second by Lindaman.
