The Council of bal Harbour Village met at the Administrat_,en
building, Monday, May 19, 1952 at 8:00 o'clock F. M.
There were present: Messrs. Beatty, brown and Ur. Leonard
Absent: Messrs. Simons and Stokely
Also present were W. H. Webb, Village Manager; Mary Wetterer;
Village Clerk; and Fred Bai;den. Village Attorney.
In the absence of Mayor Stokely, fir. Leonard the Assistant
Mayor presided at the meeting.
The minutes of the previous ml*.ting of April 21, 1952 were
read and on motion of Mr. brown, seconded by Mr. Beatty, the minutes
were approved.
Mr. Webb showed the members present the copy of the record plat
that was prepared by Aerweile-Whittaker, Inc. for the re:subd.ivision of
Tract "F" and Lot 21 Block 12 and informed them that it was the same plat
they had tentatively approved at the last meeting. Mr. Beatty asked if
a public hearing should be held on this matter and Mr. baisden said in
his opinion it was not necessary inasmuch as it, was merely a re-plaA ing
and not re -zoning. After discussion it was :roved by Mr. brown, seconded
by Mr, Beatty, and unanimously voted, that the re-subuivision of Tract "F"
and Lot 21 block 12 as prepared by 7.urwel.le-Whit aker, inc. under date of
April A, 1952 be accepted by the Village of Bal. Harbour, subject to the
conditions of the letter from Miami beach Heights, Inc, guaranteeing the
physical improvements as requested by the council at the meeting of
April 21, 1y52.
Mr. Webb then read to the Council a letter from Mr. W. T. Martin
asking that he be allowed to increase his old for constructing sidewalk
on the west side of So.lins Avenue one cent (1p) a square foot due to
increased costs since last fall. Mr. brown said he would like to have
the letter tabled until the matter of the sidewalks could be discussed
further. He said he would also .like to know the reacti.ns Jf the other
property owners involved.
Mr. Webb r.ad letters from Mr. Guy Hickman and J. Claud Carroll,
stating they were against the project and also a letter from Mr. E. L.
Latimer in which he asked for more information about the sidewalk. Mr.
Webb said he had answered this letter and that Mr. Latimer was present
at the meeting. Mr. Webb informed the members that Mr. Graham had
approved the sidewalk and all other property owners with the exception
of two that he hadn't heard from were in favor of construction. Mr.
brown said he wasn't in favor of construction at this time. The council
asked Mr. Latimer what his reaction was and he said he would go along
for the sidewalk. After discus::ion it was moved by Mrs. Beatty, seconded
by Dr. Leonard and carried, Mr. Brown not voting, that side:,/aiks be
cons,ructed on the west side of Collins Avenue from 96th Street to the
existing State walk in block 8.

Mr. Martin's letter s•ith a bid of Thirty Seven Cents (370) a
square foot for sidewalk construction was again brou„ht before the
council and on motion of Mr. Beatty, seconded by Dr. Leonard, the
motion was carried. Mr. brown voting no.

A letter was pre:b.nted from the 6onilworth Hotel requesting
that they be allowed to erect a sign on their property stating. that
"the hotel was completely air condition:d. The council agreori that
it would be a sign similar to the one at the Emerald isle and
on motion of M7. brown, seconded by Mr. beauty, it was unanimously
voted that the request bee'granted subject to Mr. Wetu's final a;.i.roval.
There being no further business before the meeting on motion
duly made, seconded and carried the mectint, adjourned.
