REGULAR MEETING
September 27, 2005
The Moab City Council held their Regular Meeting on the above date in
the Council Chambers of Moab City Offices, located at 217 East Center
Street, Moab, Utah. Mayor David L. Sakrison called the Pre -Council
Workshop to order at 6:30 PM.
Mayor Sakrison called the Regular City Council Meeting to order at 7:00
PM and Councilmember Rob Sweeten led in the Pledge of Allegiance.
Also in attendance were Councilmembers Kyle Bailey, Jeffrey Davis,
Keith Brewer and Gregg Stucki; City Manager Donna Metzler, City
Recorder Rachel Ellison, City Treasurer Jennie Ross, Planning and
Community Development Director David Olsen, Police Chief Mike
Navarre, and Zoning Administrator Teresa Minear. Twenty (20)
members of the audience and media were present.
Councilmember Brewer moved to approve the Regular Meeting Minutes
of July 12 and 26, 2005. Councilmember Stucki seconded the motion.
The motion carried 5-0 aye.
There were no Citizens to be Heard.
Under Planning Department Update, Planning and Community
Development Director Olsen stated that there would be a proposal to
reduce the rear setbacks for secondary dwellings to increase affordable
housing options.
A Public Works Department Update was not given.
A Police Department Update was not given.
Mayor Sakrison Presented Alexis Soliz with the Mayor's Student
Citizenship of the Month Award for Helen M. Knight Intermediate
School for the Month of September, 2005.
A Presentation was made by the Grand County Special Service
Recreation District.
Councilmember Bailey moved to approve a Transfer of Stock for Bob's
Sanitation. Councilmember Sweeten seconded the motion. The motion
carried 5-0 aye.
Councilmember Sweeten moved to approve Use of Swanny City Park to
Conduct a Benefit Concert by Trevor Olearain on October 28, 2005.
Councilmember Stucki seconded the motion. The motion carried 5-0
aye.
Councilmember Bailey moved to approve a Request for Use of the Sun
Court by KZMU Moab Public Radio to Conduct a Celebration on
October 16, 2005. Councilmember Stucki seconded the motion. The
motion carried 5-0 aye.
Councilmember Brewer moved to approve a Request for Use of City
Right-of-way to Conduct a Sidewalk Sale on October 9 and 10, 2005.
Councilmember Sweeten seconded the motion. The motion carried 5-0
aye.

Councilmember Sweeten moved to approve a Special Business Event
License for Tap Enterprises to Conduct a Tool Sale Located at 711 South
Main Street. Councilmember Stucki seconded the motion. The motion
carried 3-2 aye with Councilmembers Bailey and Brewer voting nay.
Councilmember Sweeten moved to approve Proposed Resolution #22-
2005 — A Resolution Authorizing the Execution and Delivery of a Lease
Agreement with Wells Fargo Brokerage Services LLC. Councilmember
Bailey seconded the motion. The motion carried 5-0 aye by a roll -call -
vote.
Councilmember Bailey moved to approve a Special Events License for the
Moab Skinny Tire Events to Conduct the Moab Century Tour Ride to be
Conducted on October 8, 2005. Councilmember Stucki seconded the
motion. The motion carried 5-0 aye.
Councilmember Sweeten moved to approve Change Order #6 for the Moab
Municipal Building Renovation Project in the amount of $600.00.
Councilmember Davis seconded the motion. The motion carried 5-0 by a
roll -call -vote.
There was no Correspondence to be Read.
Under Administrative Reports, City Manager Metzler stated that Joanna
Sewall had been hired as the Teen Center Director and that interviews
would be conducted the next week for the Recreation Coordinator. City
Manager Metzler stated that the leased space in the City Center was
almost completed and that the City had received no bids for the Swanny
City Park Bathrooms Project. City Manager Metzler then stated that the
City Center Open House would be on September 30, 2005 from 5:30 to
7:30 PM.
Under Goal Update Councilmember Sweeten stated that he had attended
a cooperative Grand County Meeting.
Under Mayor and Council Reports, Mayor Sakrison stated that he and
Councilmembers Bailey and Brewer had attended the Utah League of
Cities and Towns Annual Convention and it had been very informative.
Councilmember Sweeten stated that he had attended a Council on Aging
meeting and that there were some issues with the Grand Center Building
and that a funding request would be made of the City to assist.
Councilmember Brewer stated that the West Center Project looks great
and inquired when Council would meet with City Staff on the East
Center Project.
Councilmember Sweeten moved to pay the bills against the City of
Moab in the amount of $329,233.77. Councilmember Bailey seconded
the motion. The motion carried 5-0 aye by a roll -call -vote.
Councilmember Sweeten moved to Enter an Executive Session for the
purpose of a Discussion Regarding the Lease, Purchase or Exchange of
Real Property. Councilmember Stucki seconded the motion. The
motion carried 5-0 aye.
An Executive Session was entered at 8:10 PM.
Councilmember Sweeten moved to close the Executive Session.
Councilmember Stucki seconded the motion. The motion carried 5-0
aye.
