ROLL CALL President Richard Bishop called the meeting to order at 7 : 32 P.M. Members Present: Katherine Duffy, Daniel Wendin, Barbara Green, Nanette Hanko and Richard Bishop. Harry Turner arrived at 8 :00 P.M. Member Absent: Edward Shelley Personnel Present: Herbert Grench, Craig Britton, Charlotte MacDonald, Stanley Norton, and Iris Youngs. II. APPROVAL OF MINUTES Motion: R. Bishop moved the approval of the minutes of November 10 , 1981. D. Wendin seconded the motion. The motion passed unanimously. III . WRITTEN COMMUNICATIONS I. Youngs stated that there was a letter, dated November 13 , 1981, to Peter Dangermond, Director of the California Department of Parks and Recreation from Doni Hubbard, President of the Midpeninsula Trails Council, in support of the District 's application for Land and Water Conservation Funds which would enable the District to acquire 97 acres as an addition to the Monte Bello Open Space Preserve. IV. ADOPTION OF AGENDA R. Bishop stated the Board would adopt the agenda as written. V. ORAL COMMUNICATIONS There were no oral communications. VI. SPECIAL ORDERS OF THE DAY A. Ellie Huggins of the Peninsula Open Space Trust presented a slide show entitled "Peninsula Landscapes" , photographed and produced by Dewitt Jones. B. H. Grench acknowledged the receipt of a gift of $10 ,000 from the Peninsula Open Space Trust. He said the District had been awarded a federal Land and Water Conservation Fund grant of $35 ,000 for the development of the 3 ,200 acre Monte Bello Open Space Preserve, and said the District had to match the federal funds with $35 ,000 in District out-of-pocket funds , District labor, volunteer or other "free" labor, and private contributions toward the project. Motion: N. Hanko moved the adoption of Resolution 81-52 , a Resolution of the Board of Directors of the Midpeninsula Regional Open Space District Thanking the Peninsula Open Space Trust for its Generous contribution to the Monte Bello Development Project. K. Duffy seconded the motion. The motion carried unanimously. Discussion: N. Hanko stated that everyone involved in approving the Monte Bello development project was comfortable with the plan. R. Bishop thanked N. Hanko for her efforts in bringing the various agencies together on the plan and expressed the District 's appreciation to Peninsula Open Space Trust representative Ellie Huggins for P.O.S .T. 's generous gift and support. VII. OLD BUSINESS WITH ACTION REQUESTED A. Final Adoption of Summary Review of Use and Management Plan for Planning Area VII - El Sereno and Costanoan Way Open Space Preserves. R. Bishop, referring to R-81-47 , dated October 30 , 1981 , stated that at the November 11 Board meeting the Directors had given the Use and Management Plan their tentative approval. Motion. R. Bishop moved the final adoption of the Summary Review of the Use and Management Plan for Planning Area VII - El Sereno and Costanoan Way Open Space Preserves. D. Wendin seconded the motion. Discussion: H. Grench stated that the District had not received any further comments from the public on the recommendations. The motion passed unanimously. VIII. NEW BUSINESS WITH ACTION REQUESTED A. Agreement with the City of Mountain View for Stevens Creek Shoreline Nature Study Area Trail Construction. C. Britton, referring to M-81-122 , dated November 18 , 1981, stated that in March, 1981 the Board approved staff ' s proposal to submit an application for a Coastal Conservancy Bayland Access Grant jointly with the City of Mountain View for development of a hiking/bicycling trail in the Mountain View Regional Shoreline Park and adjacent Stevens Creek Shoreline Nature Study Area, adding that the grant was awarded in the amount of $125 ,000 . He said that Mountain View is the lead agency on the grant contract and has agreed to oversee the construction of the project. He noted all of the project within Shoreline Park will be the responsibility of the City of Mountain View and all improvements from the end of Shore- line Park (beginning at the bridge crossing Stevens Creek) and the pathway on the levee adjacent to the Stevens Creek Shore- Meeting 81-28 Page Four San Carlos , for Thursday, December 10 , for the purpose of gathering public input on the Hassler property; and to cancel the December 23 Regular Meeting. The motion was seconded by D. Wendin. The motion passed unanimously. IX. INFORMATIONAL REPORTS H. Grench reported on recent activities involving District rangers, including two stolen car incidents and a rescue at Sanborn County Park. H. Grench reported he, J. Boland and E. Mart attended a meeting in Los Altos regarding the St. Joseph 's parking problem on November 13 , 1981 (meeting notes distributed as an FYI item with the November 23 packet) and said the meeting was held in an effort to resolve the ongoing park- ing problems in the St. Joseph' s area. He said that unless the Board objected, he would work with Los Altos to implement the signing program. There were no objections. He said he would return with the question of the bridge in the County Park. C. Britton said he , H. Grench, and D. Woods attended a meeting of the Montana Land Alliance held at the Golden Gate National Recreation Area at the Yosemite Institute. The meeting concerned private options for land preservation. R. Bishop thanked H. Turner for writing a letter to the editor of the Peninsula Times Tribune in response to the series of articles published about the District. H. Turner reported that he had made a status report presentation to the Menlo Park City Council on November 17 , 1981. H. Grench reported on joint meetings held by the San Mateo County Planning Commission and East Palo Alto Municipal Council regarding the East Palo Alto Community Development plan. He said that District staff had reviewed that plan and submitted comments pertaining to the Baylands , a copy of which had been sent to the Board. X. CLAIMS Motion: R. Bishop moved the approval of the revised claims 81-23 , dated November 23, 1981. B. Green seconded the motion. Discussion: N. Hanko abstained from item No. 2571. K. Duffy questioned claim 2678 , District ' s share of Road Repair-Long Ridge. C. Britton stated that as a result of the purchase of the Bridgeman parcel adjacent to Long Ridge , an Meeting 81-28 `age three line Nature Study Area will be the responsibility of the District. He pointed out that the cost analysis figure of $124 ,995 had increased by $30 ,000 because of the cost of a longer bridge than originally planned and said the Coastal Conservancy staff had been contacted and had agreed to support the increase and carry it to the Coastal Conservancy board. He pointed out that the contingency figure is $10 ,000 and expressed confidence that the project cost will come in under $155 ,000. Britton said that the anticipated completion date for the project is July 1 , 1982 . S. Norton pointed out that, although it seemed likely that the project would be funded for the increased amount, the District should be aware that the increased cost of the bridge does fall under the responsibility of the District. Under paragraph 5 of the Agreement between Mountain View and the District, which states that "if the City is unable to obtain funding to cover additional costs , the party whose portion of the project is identified shall reduce the scope of that portion until the cost equals the estimated cost contained in Exhibit B. " He said the District could be asked to pick up the difference between the previous cost analysis and the actual cost. Motion: D. Wendin moved that the Board approve the Agreement with the City of Mountain View for Stevens Creek Shoreline Nature Study Area Trail Construction and authorize the General Manager to sign the Agreement on behalf of the District. B. Green seconded the motion. The motion passed unanimously. B. Appointment of Committee for Study of Ward Boundaries R. Bishop referred to memo M-21-121, dated November 17 , 1981, regarding the analysis of the District ' s population distribution based on 1980 census figures , and the adjustment of ward boundaries , as necessary, by the Board. Motion: R. Bishop moved that the President be authorized to appoint a committee for study of the 1980 census data and to recommend any necessary ward boundary adjustments to the full Board. The motion was second- ed by K. Duffy. The motion passed unanimously. R. Bishop appointed D. Wendin, N. Hanko, and H. Turner to the committee, with D. Wendin serving as chairman. C. Scheduling of December Meetings (memorandum M-81-118 , dated November 13 , 1981) Motion: B. Green moved to authorize the President to re- schedule the December 9 Regular Meeting to December 16 ; to schedule a Special Meeting, to be held in Meeting 81-28 gage five agreement calling for cost sharing on road repair was implemented. The motion passed unanimously. XI. CLOSED SESSION The Board recessed to a closed session on land negotiation matters at 9: 12 P.M. XII.
