Replacement Fund to be used for project costs for the construction of sanitary sewers in
Brookton Way to Meramec Bottom Road Sanitary Relief Phase I (2000083A), in Unincorporated
St. Louis County, Missouri; and authorizing the Executive Director and Secretary-Treasurer on
behalf of The Metropolitan St. Louis Sewer District to enter into a contract with J.H. Berra Const.

12 Adoption of proposed Ord. No. 112-10 authorizing the transfer of funds to the Sanitary

and Construction Improvement Fund of Fountain Creek –$30,000.00; and Operation,
Maintenance and Construction Improvement Fund of Upper Paddock Creek –$30,000.00; and

$45,000.00; and appropriating $5,100,000.00 from the Sanitary Replacement Fund to be used for

This project, located in the City of Overland, is to alleviate yard and structure flooding, and
property erosion. This project is in the Fiscal Year 2010 Budget and the estimated
construction cost is $392,000.
19 Valley Sanitary Relief (SKME-014) Phase I (2006052A)
This project, located in the Cities of Clarkson Valley and Wildwood, is to alleviate
basement backups and overcharged sanitary sewers. This project is in Fiscal Year 2010
and the estimated construction cost is $2,754,000.
20 Power Supply Improvements at Various Sanitary Pump Stations Phase II (2007240A)
This project, located in the Cities of Bridgeton, Ferguson, Hazelwood, Kirkwood, Maryland
Heights, Sunset Hills, Wildwood and unincorporated St. Louis County, is to alleviate power
failures at pump stations that may cause sanitary sewer overflows. This project is in Fiscal
Year 2010 Budget and the estimated construction cost is $960,000.
21 Milentz - Kingshighway to Gravois Manhole Rehabilitation (2004072)
This project, located south of Loughborough Ave, north of Rosa Ave, west of Macklind
Ave. and east of Gravois Ave. in the City of St. Louis, is to reduce inflow/infiltration in the
Rock Creek Watershed. This project is in the Fiscal Year 2010 Budget and the estimated
construction cost is $246,000.
22 Hearthstone Ct. #3926 Storm Sewer (2008187)
This project, located east of New Halls Ferry Road and north of Interstate 270 in the City
of Florissant, is to alleviate yard flooding and erosion. This project is in the Fiscal Year
2010 Budget and the estimated construction cost is $40,000.

23 I-70 and Bermuda Sanitary Sewer Relocation (2007048)
This project, located east of Bermuda and north of I-70 in the City of Normandy, is to
replace a failing sanitary sewer. This project is in the Fiscal Year 2010 Budget and the
estimated construction cost is $363,000.
24 Grupp Road 900 Block Storm Sewer (85015)
This project, located south of Manchester Road and east of Ballas Road in the City of Des
Peres, is to alleviate yard flooding and erosion. This project is in the Fiscal Year 2010
Budget and the estimated construction cost is $74,000.
25 Carmelita Drive Storm Sewer (2008119)
This project, located north of Interstate 270 and west of Lindbergh Boulevard in the City of
Florissant, is to alleviate backyard flooding. This project is in the Fiscal Year 2010 Budget
and the estimated construction cost is $105,000.
26 Algonquin Estates Storm Improvements (86059)
This project, located west of Berry Road and north of W. Lockwood Avenue in the City of
Glendale, is to alleviate street and yard flooding. This project is in the Fiscal Year 2010
Budget and the estimated construction cost is $48,000.
27 Stacy Drive Storm Sewer (99068)
This project, located south of Olive Boulevard and east of Warson Road in the City of
Olivette, is to alleviate yard flooding and erosion. This project is in the Fiscal Year 2010
Budget and the estimated construction cost is $110,000.
28 Lynnbrook Storm Sewer (99064)
This project, located north of I-64 and east of Spoede Road in the City of Frontenac, is to
alleviate street flooding and erosion in the vicinity of #9 and #15 Lynnbrook. This project is
in the Fiscal Year 2010 Budget and the estimated construction cost is $220,000.
29 Lilac Ridge Service Area Sewer Rehabilitation (2009111)
This project, located south of Butler Hill Road, west of I-55, east of Kerth Road, and north
of Meramec Bottom Road in unincorporated St. Louis County, is to reduce
inflow/infiltration in the sewer shed tributary to the Lilac Ridge pump station. This project
is in the Fiscal Year 2010 Budget and the estimated construction cost is $1,406,000.

43 Adoption of Resolution No. 2897 whereas The Metropolitan St. Louis Sewer District 26
has established an Employee Pension Plan in accordance with provision of the
District's Plan, Section 3.020, paragraph 22, and through the enactment of Ordinance
No. 4641 as amended which provides for the pensioning and other retirement benefits
of employees of the Metropolitan St. Louis Sewer District and spouses and minor
children of deceased employees, and provides for the payment of public funds for
such purposes, in accordance with the Missouri Constitution of 1945, as amended,
and the Missouri Statutes enacted authorizing said Pension Plan, and the Plan of
The Metropolitan St. Louis Sewer District.
44 Adoption of Resolution No. 2898 whereas Section 9.3 of the Pension Plan of The 27
Metropolitan St. Louis Sewer District provides that the Board of Trustees of the District,
may from time to time, appoint one or more investment managers to act on behalf of
any Trustee or Trustees of the Pension Plan with respect to all or a specified portion
of the assets of the Pension Fund held by said Trustee. Such investment managers
shall be either (a) registered as an investment adviser under the Investment Advisers
Act of 1940, (b) the securities of investment companies (mutual funds) registered under
the Investment Company Act of 1940, (c) a bank common or collective trust fund as
defined in the Investment Advisers Act of 1940, (d) a legal insurance company qualified
to manage, acquire or dispose of plan assets under the laws of Missouri.

totaling $600,000.00 between departments.
46 Adoption of Resolution No. 2893 expressing the Board of Trustees’ appreciation to
Michael G. Belleville for his 30 years of exemplary service to The Metropolitan St. Louis
Sewer District from July 30, 1979, to his retirement effective February 1, 2010.

Additional Comments: During the construction of the Fishpot West Sanitary Relief Phase II project, it was discovered that
the existing manhole near Big Bend Road did not have the eight foot stub out as shown on the plans. This caused the
contractor to dig much closer to Big Bend Road. As a result, the contractor needed additional shoring and was required to
work around utilities that would not have been a problem if the pipe stub out was as shown on the plans. This work was
completed on a time and material basis for a cost of $34,000 with additional granular fill at an additional cost of $26,000.
Additionally, the fiber optics line on Ries Road was not in the location as shown on the plans. This line is in direct conflict
with the new relief sewer. In order to avoid a $150,000 relocation cost and a three month project delay to move the fiber
optics line, the new sanitary sewer will be relocated. This relocation will require three additional manholes and additional

shoring. This work is estimated to cost an additional $40,000. After use of the project contingency, an additional $50,000 is
needed to complete the project.
