No. 142-10 appropriating $1,400,000.00 from the Sanitary Replacement Fund to be used for project costs for the rehabilitation of sanitary sewers in Lilac Ridge Service Area Sewer Rehabilitation (2009111), in unincorporated St. Louis County, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with Insituform Technologies USA, Inc. for the aforesaid rehabilitation. No. 145-10 appropriating $375,000.00 from the Operation, Maintenance and Construction Improvement Fund of Coldwater Creek to be used for project costs for the construction of storm sewers in Goodale and Verona Storm Improvements (2006140), in the City of Overland, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with TAP Utilities, LLC for the aforesaid storm sewer construction. No. 146-10 appropriating $70,000.00 from the Operation, Maintenance and Construction Improvement Fund of Sugar Creek to be used for project costs for the construction of storm sewers in Grupp Road 900 Block Storm Sewer (85015), in the City of Des Peres, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with Heartland Construction & Excavating for the construction of the aforesaid storm sewers. No. 147-10 appropriating $35,000.00 from the Operation, Maintenance and Construction Improvement Fund of Paddock Creek to be used for project costs for the construction of storm sewers in Hearthstone Ct. #3926 Storm Sewer (2008187), in the City of Florissant, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with B & G Utilities, LLC for the construction of the aforesaid storm sewers. No. 148-10 appropriating $103,000.00 from the Operation, Maintenance and Construction Improvement Fund of Deer Creek to be used for project costs for the construction of storm sewers in Stacy Drive Storm Sewer (99068), in the City of Olivette, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with Southern Ditching & Excavating Company for the construction of the aforesaid storm sewers. No. 149-10 making a supplemental appropriation of $140,000.00 from the Sanitary Replacement Fund to be used for construction services to complete Weaver Avenue Sanitary Relief Sewer (2003057); and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into an amendment of the construction contract with Unnerstall contracting Co., Ltd. for the aforesaid construction services. No. 150-10 declaring the necessity for the acquisition of an easement and temporary easements in certain real property within The Metropolitan St. Louis Sewer District for the purpose of construction of storm sewers, storm channel and related appurtenances in the project known as Bristow and Ann Storm Sewer (2007084) to serve the needs of residents of the area, and authorizing the acquisition of said easement and temporary easements by purchase or by the institution of condemnation proceedings. No. 151-10 authorizing the Executive Director and Secretary- Treasurer to lease certain real property of The Metropolitan St. Louis Sewer District, lying in St. Louis County, Missouri, to Pro Am South L.L.C., and to execute a Lease Agreement upon the conditions hereinafter set out. (Intro. 03/11/10) 4 of 4/08/10 Plan Approval 23 Bissell Point WWTP Chimney Repairs Phase II (2005097A) This project, located in the City of St. Louis, is to repair the exterior of the Bissell Incinerator Exhaust Stack that is deteriorating. This project is in Fiscal Year 2010 and the estimated construction cost is $ 405,000. 24 Schoettler Sanitary Relief (SKME-018) (2003115) This project, located in the City of Chesterfield, is to alleviate basement backups and overcharged sanitary sewers. This project is in the Fiscal Year 2010 Budget and the estimated construction cost is $923,000. 25 Mason Valley Sanitary Relief (LOWER) (SKME-420) (2006046B) This project, located in unincorporated St. Louis County, is to alleviate basement backups and overcharged sanitary sewers. This project is in the Fiscal Year 2010 Budget and the estimated construction cost is $1,268,000. 26 Grand Glaize WWTP Improvements – Redundant Washer Compactor (2003061C) This project, located in the City of Valley Park, is to install a second washer compactor and appurtenances at the Grand Glaize WWTP. This project is in the Fiscal Year 2010 Budget and the estimated construction cost is $287,000. 27 CC-14 Creve Coeur Creek Sanitary Relief (SKME-026) Phase I (89132A) This project, located in the City of Creve Coeur, is to alleviate basement backups and overcharged sewers. This project is in the Fiscal Year 2010 Budget and the estimated construction cost is $4,142,000. 28 Coldwater Wet Weather Storage Facility Tank A (Site Preloading) (2003083C) This project, located in the City of St. Ann, is to perform site preloading in order to minimize settlement after construction. This project is in the Fiscal Year 2010 Budget and the estimated construction cost is $897,000. Pedrotti Co., Inc. for the aforesaid construction. 31 – Proposed Ord. No. 155-10 Power Supply Improvements at Various Sanitary 11 Pump Stations Phase II (2007240A) Introduction of proposed Ord. No. 159-10 Electronic Auditing and Data Security 15 Introduction of proposed Ord. No. 159-10 appropriating $250,000.00 from the General Fund for the procurement and implementation of the Oracle Security features, software licenses, training and technical support, hardware and operating systems, and Oracle software, and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a purchase agreement with Oracle Corporation and a contract for implementation services with Computer Services Corporation for the aforementioned services and equipment. The combined total for procurement of hardware, software and implementation services shall not exceed $390,000.00, with any difference from the appropriation being absorbed in the appropriate departmental budget 36 – Proposed Ord. No. 161-10 authorizing repayment of a special assessment loan with the Missouri Department of Natural Resources for the West-Watson & Nanell Sub-District (99048). 7 of 4/08/10 Agenda Item Number Name Page Number Resolutions 38 Adoption of Resolution No. 2903 whereas ordinance No. 12653, adopted June 12, 25 2008, authorized the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with Geotechnology, Inc. whereby Geotechnology, Inc. would provide general geotechnical services pursuant to the General Services Agreement - Geotechnical Services (FY2008) (E – 1231–2 & 2008037). 39 Adoption of Resolution No. 2904 whereas Ordinance No. 12739, adopted September 29 11, 2008, authorized the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with Reitz & Jens Inc. whereby Reitz & Jens Inc. would provide general geotechnical services pursuant to the General Services Agreement – Geotechnical Services (FY2009) (E – 1240-1 & 2009040). 40 Adoption of Resolution No. 2905 whereas Ordinance No. 12740, adopted September 26 11, 2008, authorized the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with Stantec Consulting Services Inc. whereby Stantec Consulting Services Inc. would provide general geotechnical services pursuant to the General Services Agreement – Geotechnical Services (FY2009) (E – 1241-1 & 2009041). 41 Adoption of Resolution No. 2906 whereas ordinance No. 12741, adopted September 26 11, 2008, authorized the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with Gonzalez Companies, LLC whereby Gonzalez Companies, LLC would provide general construction management services pursuant to the General Services Agreement – Construction Management (FY2009) (E – 1242-1 & 2009042). 42 Adoption of Resolution No. 2907 whereas the Executive Director has prepared a list 27 of proposed expenditures for the District in the form of a Capital Improvement & Replacement Program for Fiscal Year 2010-2011 in compliance with Section 7.130 of the District's Plan. 43 Adoption of Resolution No. 2902 expressing the Board of Trustees’ appreciation to Samuel A. Existing equipment was installed and on-line in 1997. Opportunities for MWBE participation are limited due to Foxboro system being proprietary.
