HomeMy Public PortalAboutMIN-CC-2005-10-11MOAB CITY COUNCIL REGULAR MEETING October 11, 2005 The Moab City Council held their Regular Meeting on the above date in the Council Chambers of Moab City Offices, located at 217 East Center Street, Moab, Utah. Mayor Dave Sakrison called the Pre -Council Workshop to order at 6:30 PM. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and Police Chief Mike Navarre led in the Pledge of Allegiance. Also in attendance were Councilmembers Kyle Bailey, Keith Brewer, Rob Sweeten, Gregg Stucki and Jeffrey Davis; City Manager Donna Metzler, Deputy City Recorder Danielle Guerrero, City Treasurer Jennie Ross, Public Works Director Brent Williams, Planning and Community Development Director David Olsen, and Zoning Administrator Teresa Minear. Thirteen (13) members of the audience and media were present. There were no minutes to be approved. Under Citizens to be Heard, Joe Kingsley thanked City Manager Metzler and Mayor Sakrison for their work on the Animal Shelter. John Hauer stated that after the agreement to purchase the old Chamber of Commerce Building he found that the property line was only inches from the back door of the house behind the Chamber Building. Mr. Hauer then handed out information to the City Councilmembers. Mr. Hauer stated that he was going to give up the land to the back of his property to solve the boundary issue. Mr. Hauer stated that he doesn't want this to happen to anyone else in the future and asked that the City Council do what they can to prevent it. Mayor Sakrison thanked Mr. Hauer for being so generous in this matter. Joe Kingsley thanked Mr. Hauer and partners for giving up $20,000 worth of land to fix this problem. Under Planning Department Update, Community Development Director David Olsen thanked Joe Kingsley for his donation to the Puma Statue. Under Public Works Department Update, Public Works Director Brent Williams stated that the plans for the Main Street Reconstruction Project were in Salt Lake and that it should go out to bid next week. Public Works Director Williams stated that he had met with Jay Axtell and Bill Meador about building metal buildings by well #6 and #7. Public Works Director Williams stated that the poles at the ballpark need to be replaced or repaired as soon as possible. Under Police Department Update, Police Chief Navarre distributed a written report. Mayor Sakrison proclaimed October 2005 as Domestic Violence Awareness Month. Mayor Sakrison presented J.T. Archuletta with the Mayor's Student Citizenship of the Month Award for Helen M. Knight Intermediate School. Councilmember Bailey moved to Approve a Special Business Event License Application for Moab Folk Festival to Conduct a Folk Music Festival November 4 to 6, 2005 at the Moab Center Street Ball Field. Councilmember Brewer seconded the motion. The motion carried 5-0 aye. Wicked Brew to Conduct a Drive Through Espresso Business Located at 132 North Main Street to October 31, 2005. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. Councilmember Sweeten moved to Approve a Request to send Solicitation of Potential Community Development Block Grant Projects to Public Hearing. Councilmember Davis seconded the motion. The motion carried 5-0 aye. Councilmember Bailey moved to Approve Proposed Resolution #24- 2005 — A Resolution Approving a Real Estate Purchase Contract and Authorizing Execution of a Warranty Deed and Closing Documents for the Sale of City Property Located at 115 West 200 South Street. Councilmember Stucki seconded the motion. The motion carried by a roll -call -vote 5-0 aye. Councilmember Stucki moved to Approve the Election Judges for the 2005 Municipal General Election. Councilmember Sweeten seconded the motion. The motion carried 5-0 aye. There was a Discussion Regarding Tenant Improvements at the City Center with a Site Visit. Under Reading of Correspondence, Mayor Sakrison stated that he had received a letter of congratulations for Community Development Coordinator Olsen on the purchase of the Puma Statue. Mayor Sakrison stated that he received a letter in concern of the light poles at the ballpark. Mayor Sakrison stated that the Folk Festival would be doing recycled rhythms for kids on Sunday at 2:00 pm at the Center Street Ball Field. Under Administrative Reports, City Manager Metzler stated that a group of individuals will be putting together an Animal Shelter Plan during the Master Program. City Manager Metzler stated that she was hoping to offer the Recreation Coordinator Position this week. City Manager Metzler stated that the North Area Trunk Sewer Project was on schedule. City Manager Metzler also stated that the Grand Opening was a great success bringing in about 400 people. Under Goal Update, City Manager Metzler stated that a Drug Task Force Draft Agreement would be together for the next meeting and that the Police Department would be taking the lead. Councilmember Bailey stated that the Grand Center's Grand Opening would be Saturday at 3:00 to 8:00 and the there would be a ribbon cutting from 5:00 to 6:00. Under Mayor and Council Reports, Mayor Sakrison stated that he would like to recognize Councilmember Davis for going above and beyond the call of duty during the wreck south of town. Councilmember Sweeten stated that he would like to thank Recreation Assistant Jenn Zimmerman for all that she has done for City Recreation. Councilmember Stucki seconded the motion. The motion carried by roll -call -vote 5-0 aye. Councilmember Sweeten moved to Adjourn the Regular City Council MOTION TO ADJOURN Meeting.
