Oriole / Gilmore Detention Basin Extension Project
MSD staff represented by Messrs: Theerman, Hayman, and Hoelscher called upon Ms.
Leslie Metts from O.R. CoIan and Associates, a licensed Real Estate broker responsible
for administering the District's property buyout programs to give a presentation regarding
the purchase of five properties located at 8510, 8514, 8518, 8520 and 8532 Gilmore
Ave., 8520 Gilmore Ave in St. Louis City needed for the Oriole / Gilmore Detention
Basin Extension Project. Each parcel is to be purchased from a different owner. She
indicated that the property at 8510 Gilmore Ave, has an appraised value of $83,000, the
property located at 8514 Gilmore Ave. has an appraised value of $85,000, the property
located at 8518 Gilmore Ave. has an appraised value of $78,000, the property located at
8520 Gilmore Ave. has an appraised value of $85,000 and the parcel at 8532 Gilmore
Ave has an appraised value of $75,000 each parcel also qualifies for a subsidy of $5,350
per property to cover title work, relocation assistance and closing costs (Title and closing
$825 and Relocation $4,525). The parcels at 8520 and 8532 Gilmore qualify for a
separate rent and moving subsidy of $8,750. These properties are needed for a storm
water mitigation project.
Motion to introduce the purchase of 8510, 8514, 8518, 8520 and 8532 Gilmore Ave. for
the terms stated above made by Mr. Buford and seconded by Mr. Visintainer.

There was no objection to the suspension of the rules.
Motion to adopt or authorize the purchase of 8510, 8514, 8518, 8520 and 8532 Gilmore
Ave .for the terms stated above made by Mr. Buford and seconded by Mr. Visintainer
