REGULAR MEETING
October 25, 2005
The Moab City Council held their Regular Meeting on the above date in
the Council Chambers of Moab City Offices, located at 217 East Center
Street, Moab, Utah. Mayor Pro-Tem Keith Brewer called the Pre -
Council Workshop to order at 6:30 PM.
Mayor Pro-Tem Brewer called the Regular City Council Meeting to
order at 7:00 PM and Councilmember Gregg Stucki led in the Pledge of
Allegiance. Also in attendance were Councilmembers Kyle Bailey and
Jeffrey Davis; City Manager Donna Metzler, City Recorder/Assistant
City Manager Rachel Ellison, Planning and Community Development
Director David Olsen, City Engineer Dan Stenta, and Zoning
Administrator Teresa Minear. Thirty-two (32) members of the audience
and media were present.

ATTENDANCE
Councilmember Stucki moved to approve the Council Meeting Minutes APPROVAL OF MINUTES
of June 28, August 9 and 23, 2005. Councilmember Davis seconded the
motion. The motion carried 3-0 aye.
Under Citizens to be Heard, Sara Melnicoff stated that over 1,000 bottles CITIZENS TO BE HEARD
had been recycled in July from the Moab City ballpark and she thanked
the City for their cooperation.
A Planning Department Update was not given. PLANNING UPDATE

A Police Department Update was not given.
Mayor Pro-Tem Brewer proclaimed October 2005 as National Breast PRESENTATIONS AND
Cancer Awareness Month. PROCLAMATIONS
Mayor Pro-Tem Brewer then read a Proclamation of Energy Star Change
a Light Pledge.
Tim Smith of the Utah Department of Natural Resources Division of
Parks and Recreation made a Presentation regarding the Deadhorse Point
Resource Management Act.
Lynn Brown of the American Cancer Society made a Presentation.
Lance Christie and Robert Maxwell made a Presentation regarding the
Affordable Housing Crisis in Moab.
Councilmember Bailey moved to Table Proposed Ordinance #2005-09 —
An Ordinance Establishing a Temporary Zoning Regulation Proving for
a Six Month Moratorium on the Change of Use of Existing Mobile
Home Parks in the City of Moab. Councilmember Stucki seconded the
motion. The motion carried 3-0 aye.
Mayor Pro-Tem Brewer opened a Public Hearing on Solicitation of
Potential Community Development Block Grant (CDBG) Projects at
7:46 PM.
Planning & Community Development Director Olsen stated that his
department was conducting the community income survey and it would
be completed in two weeks. Planning & Community Development
Director Olsen outlined the three national objectives of the CDBG

STAFF COMMENT
Program and outlined the CDBG projects that the City has administered
in the past. Planning & Community Development Director Olsen stated
that there would be $60,000 available for projects in 2006 and $75,000
in funds would be available for housing projects. Planning &
Community Development Director Olsen then stated that as outlined in
his memo, staff requests to continue to improve the ballpark and that
improvements could include replacing the lights or installing concrete
walkways at the entries and corners of the ballpark.
No public comment was given.
Mayor Pro-Tem Brewer closed the public hearing at 8:51 PM.
Under Reading of Correspondence, Mayor Pro-Tem Brewer stated that
he had received a copy of a letter to Police Chief Navarre from the
Century Tour thanking the Police Department and a letter from the
Synergy Company making a donation to the City for tree plantings.
Under Administrative Reports, City Manager Metzler stated that John
Geiger had been hired as the Recreation Coordinator and that she hoped
to have easement agreements on the next agenda for the North Area
Annexations.
A Goal Update was not given.
Under Mayor and Council Reports, Councilmember Bailey stated that he
had met with Utah Power and Light to discuss the 300,000 kilowatt hour
challenge to the Moab community.
Mayor Pro-Tem Brewer stated that he had met with a Russian
Cosmonaut and attended a ribbon cutting, both for Mayor Sakrison.
Councilmember Stucki moved for adjournment. Councilmember Bailey
seconded the motion. The motion carried 3-0 aye,
Mayor Pro-Tem Brewer adjourned the Regular Council Meeting at 8:24
PM.
