HomeMy Public PortalAbout02-02-2009PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MONDAY, FEBRUARY 2, 2009 The Common Council of the City of Richmond, Indiana met in regular session Monday, February 2, 2009 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR PAPPIN President Wissel presided and the following business was conducted: ROLL CALL Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Bing Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn. Absent was Clay Miller. APPROVAL OF MINUTES Councilor Elstro moved to amend the January 20, 2009 minutes to reflect the absence of Councilor Cruse - Nicholson, supported by Councilor Welch. Upon a vote viva voce, the motion passed. Councilor Pappin moved to approve the minutes as amended of the meeting of January 20, 2009, supported by Councilor Quinn. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR ■ Landlord Training will be February 24, 6 -8 PM in the Council Chambers ■ The City has received the following grants: $3 million to renovate South "E" Street from 5 to 16th Street. This work will begin by 2010. $3 million grant to assist 30 -35 owners of foreclosed homes in the Vaile School neighborhood $95,000 Safe School grant — sidewalks in school areas ■ Jack Elstro received the Richmond Catholic Community citizen of the year award. ■ Park Superintendent, Sonia Brock, resigned — effective immediately. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the January 15 & 22, 2009 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and /or ORGANIZATIONS ■ POLICE COMPLAINT ADVISORY COMMITTEE: Councilor Welch moved to re- appoint Rev. Rick White to the Police complaint Advisory Committee, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed. Rev. White's term was effective January 2, 2009 through January 11, 2011. Common Council Minutes February 2, 2009 Page 2 of 3 MISCELLANEOUS BUSINESS None ORDINANCES ON FIRST READING Councilor Elstro moved to suspend the rules and read Ordinance Nos. 3 & 5 -2009 on first reading by title only, supported by Councilor *. Upon a vote viva voce, the motion passed. ORDINANCE NO. 3 -2009 - AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 55 -2008 KNOWN AS THE 2009 SALARY ORDINANCE (Park Dept.) The Clerk read Ordinance No. 3 -2009 on first reading by title only. Presented by City Controller Tammy Glenn and Golf Division Superintendent Katherine Vincent, this Ordinance would amend the salaries of the Park and Recreation Golf Division as a result of restructuring of this Division. Councilor Welch moved to advance Ordinance No. 3 -2009 to second reading and to suspend the rules and read by title only, supported by Councilor Elstro. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 3 -2009 on second reading by title only. Council President Wissel declared Ordinance No. 3 -2009 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Elstro moved for engrossment of Ordinance No. 3 -2009, supported by Councilor Welch. Upon a vote viva voce, the motion passed. Councilor Elstro moved to advance Ordinance No. 3 -2009 to third and final reading and suspend the rules and read by title only, supported by Councilor Welch. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 3 -2009 on third reading by title only. Ordinance No. 3 -2009 was adopted with a 6 -2 roll call vote. Dissenting were Councilors Pappin and Quinn. ORDINANCE NO. 5 -2009 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA YOUTH INSTITUTE PROFESSIONAL DEVELOPMENT GRANT PROGRAM (Park Dept.) The Clerk read Ordinance No. 5 -2009 on first reading by title only. Presented by Blair Beach, Community Recreation Coordinator, this Ordinance would authorize the Parks & Recreation Department to submit a grant application and to accept grant funding from the Indiana Youth Institute Professional Development Grant Program in the amount up to Six Hundred Ninety -six Dollars. If award, these funds shall be appropriated to cover the cost of registration for staff for the American Camp Association 2009 National Conference as well as hotel reimbursement. Councilor Welch moved to advance Ordinance No. 5 -2009 to second reading and to suspend the rules and read by title only, supported by Councilor Quinn Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 5 -2009 on second reading by title only. Council President Wissel declared Ordinance No. 5 -2009 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Cruse - Nicholson moved for engrossment of Ordinance No. 5 -2009, supported by Councilor Welch. Upon a vote viva voce, the motion passed. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 5 -2009 on third reading by title only. Ordinance No. 5 -2009 was adopted with an 8 -0 roll call vote ORDINANCES ON SECOND READING ORDINANCE NO. 2 -2009 — A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM R -4 TO R -4 SPECIAL USE (126 North 7" Street) Ordinance No. 2 -2009 was held by request of the Petitioner. ORDINANCES ON THIRD READING None CALL FOR ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, the meeting was adjourned.
