Wayne Beddermeyer - Mayor in Chair Priscilla Arens - Clerk All members present. The minutes of the meeting of April 2nd, 1968 read. Moved by Raymond Bosch that the minutes be,approved as read.. Seconded by Harold Winterhalter Motion carried. The Minutes of the special meeting of April 6, 1968 read. Moved by Rayburn Anderson that the minutes be approved as read. Seconded by Arthur' Theis Motion carried. The minutes of the special Planning Commission meeting of April 3, 1968 read. The minutes of the Planning Commission meeting of April 15, 1968 read. Moved by Harold Winterhalter to set the time and date of the Board of Review at 7:00 P. M. on Thursday, June 13, 1968/ Seconded by Arthur Theis. Motion carried. Moved by Harold Winterhalter that_:we adopt a resolution stating that the park property in Medina Morningside described as Lot 13, Block 1, plat 60295, be removed from all tax rolls for 1967 and all future years. Seconded by Raymond Bosch. Motion carried, Moved by Rayburn Anderson to donate S25.00 to the Hennepin County Ao iciltural Society for the County Fair. Seconded by Harold Winterhalter Mctior_ carried. Robert Higgins appeared with regard to a septic problem. Advised to get a report from a plumber or engineer and bring it to tre June council meeting. Don Uochran of the Hennepin County Park Reserve appeared with regard to a police contract. Moved by Raymond Bosch to extend the 1967 contract to be in effect until June 15, 1968 when we expect bile County to present us with an acceptable contract for 1968. Seconded by Rayburn Anderson. Motion carried. Moved by Raymond Bosch to authorize the County Highway Department to place "no parking" signs along County Road #19 from the Park entrance south to the south boundary and west to the west boundary. Seconded by Arthur Theis Motion carried. 92 William Mills gave a report on the progress made on the sewer and water project. Moved by Rayburn Anderson that we authorize the Villag0 Engineer to contact the Tom Stevens Well Company to drill a test well at 32.25 per foot, 61 inch uncased and also to contact Hickock Associates for an electrical log and to authorize the Village Attorney to negotiate for the legal rights to drill the test well. Seconded by Arthur Theis. Motion carried. Mr. Mills is going to contact County Highway Department with regard to the Villages under 5000 population getting money for roads. He is also representing several other Villages in this regard. Gordon Henderson appeared with regard to whether he would be able to build on an existing basement in the Independence Beach area. Moved by Harold Winterhalter to authorize the building inspector to issue a building permit when the time arises and the application is made. Seconded by Raymond Bosch Motion carried. Gerald Dykhoff recommended that the Planning Commission study the Uniform Building Code to adopt as opposed to the FHA. Moved by Raymond Bosch to authorize the Planning Commission to make a study of the Uniform Building Code with the purpose of adoptinn by the Council if feasible. Seconded by Harold Winterhalter Motion carried. Kenneth Lewandowski appeared with regard to building on to his building, the old fire bard' Advised to get plans froma registered engineer and go to the building inspector. Mrs. May Beery appeared with regard to obtaining some tax forfeited lots in the Independence Beach area. George Gubbins will check into the matter and .report back at the June meeting. Anne Dora;eiler gave a final report on the street naming Rnd numbering p eject. There will now be a public hearing. A letter from the Wayzata League of Women Voters was read with regard to a Human Rights committee. A letter from the County A.dipbr with regard to computerizing of special assessment3was read. Moved by Rayburn Anderson to adopt the following resolution: We do hereby agree to accept the re -run of the Special Assessment list, when presented, as the official list to be used for all divisions, prepayments, corrections, etc. on property within our taxing District and understand that there will be no charge to us for said list. Seconded by Harold Winterhalter. Motion carried. Moved by Rayburn Anderson to grant the Outdoor Theater permission to have fire works and to run a dark to dawn movie on Memorial Day, May 30th. Seconded by Arthur Theis Motion carried. 93 Moved by Raymond Bosch to grant an off-saleintoxicating liquor license to Joseph A. Raskob doing business as Medina Recreations, Inc. Seconded by Harold Winterhalter. Motion carried. Moved by Rayburn Anderson to grant an off -sale intoxicating liquor license to Harold Glampe doing business as Harold and Dwaine, Inc. Seconded by Harold Winterhalter Motion carried. Moved by Arthur Thais to grant an off -sale intoxicating liquor license to Beverly Pettit. Seconded by Raymond Bosch. Motion carried. Raybuni Anderson asked to have -a date set for a tour of the roads - date agreed on to be Monday, -May 13th at 7:00 P. M. Rayburn Anderson read a letter from the Village of Independence with regard to the town line roads. Rayburn Anderson and Emil Jubert to contact the road supervisor in Independence for discussion.
