OTHERS PRESENT: B.MURPHY, VILLAGE ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; D.WOLD, ENGINEER; D.KISSEL, WASTEWATER SUPERINTENDENT; P.MILLER, STREET SUPERINTENDENT; J.PROULX, PLANNING DIRECTOR; J.GAL, PLANNER; L.SPIRES, BUILDING OFFICIAL; AND J.KONOPEK, CHIEF OF POLICE. CALL TO ORDER, ROLL CALL, PLEDGE Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present. Mayor Collins led the Pledge of Allegiance. PRESIDENTIAL COMMENTS Mayor Collins: • Encouraged everyone to practice social distancing and to wear face masks. • Suggested going back to the dress code for Board Meetings beginning with the November 2, 2020 Village Board Meeting. TRUSTEES COMMENTS Trustee Larson: • Commented on the great turn out for the Harvest 5K. • Commented on COVID suggestions for Halloween. • Commented on the National Night Out Scavenger Hunt. • Reminded everyone that Early Voting begins on October 19. • Encouraged everyone to practice social distancing. • Encouraged everyone to support local businesses. PUBLIC COMMENTS (3-5 minutes) Clerk Gibas noted that one public comment was received. Judy Donnally submitted a public comment requesting that no construction traffic be allowed on Roundstone Avenue from the Ballard Farm Development. BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Larson moved to approve the Agenda. Second by Trustee Bonuchi. Vote by roll call. Motion carried. 2) CONSENT AGENDA Trustee Larson moved to approve the Consent Agenda to include: a) Approval of the Minutes of the Board Meeting held on September 21, 2020. b) Bills Paid and Bills Payable Reports for October 5, 2020. c) Ordinance No. 3484, pertaining to the Local CURE Program. BARTLETT AVENUE LANDMARK NOMINATION — (CASE NUMBER 1845-062819.HPC) Trustee Wojowski moved to adopt Ordinance No. 3485, granting approval of 15017 S. Bartlett Avenue as a Village of Plainfield Historic Landmark. Second by Trustee Larson. Vote by roll call. Calkins, yes; Kalkanis, yes; Larson, yes; Wojowski, yes; Benton, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. 4) TRANQUILITY MASSAGE AND BODYWORK INC. — (CASE NUMBER 1889- 080620.SU) Trustee Bonuchi moved to adopt Ordinance No. 3486, granting approval of a special use permit for massage therapy at 15905 S. Frederick Street for the business commonly known as Tranquility Massage and Bodywork Inc. Second by Trustee Larson. Vote by roll call. Motion carried. 5) AURORA BOUNDARY LINE AGREEMENT Trustee Wojowski moved to continue the Public Hearing regarding the proposed Jurisdictional Boundary Line Agreement between the City of Aurora and the Village of Plainfield to the October 19, 2020 meeting of the Board of Trustees. Second by Trustee Larson. Vote by roll call. Calkins, yes; Kalkanis, yes; Larson, yes; Wojowski, yes; Benton, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. 6) BALLARD FARM DEVELOPMENT (CASE NUMBER 1846-072519.AA/SU/PP) Trustee Larson moved to adopt an Ordinance authorizing execution of an annexation agreement for the property commonly known as Ballard Farm at the northeast corner of 127th Street and Heggs Road (PIN 07-01-30-400-006-0000), as a logical extension of the Village of Plainfield. Second by Trustee Bonuchi. Vote by roll call. Calkins, no; Kalkanis, no; Larson, yes; Wojowski, no; Benton, yes; Bonuchi, yes. 3 yes, 3 no. Motion failed. 7) TEXT AMENDMENTS TO THE SUBDIVISION CODE (CASE NUMBER 1869- 011020.TA) Trustee Bonuchi moved to adopt Ordinance No. 3487, approving various amendments to Sections 2- 173, 7-35, 7-163, 7-168, 7-181, and 7-184 of the Village of Plainfield Code of Ordinances. Second by Trustee Wojowski. Vote by roll call. Calkins, yes; Kalkanis, yes; Larson, yes; Wojowski, yes; Benton, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. 8) PET SUITES PRELIMINARY/FINAL PLAT OF SUBDIVISION (CASE NO. 1878- 031420.SU.SPR.FP) Trustee Bonuchi moved to approve the preliminary and final plat of subdivision of the Prairie Creek North -South Third Subdivision located northeast of Joseph Avenue and IL Route 59, subject to the stipulations noted in the staff report. Second by Trustee Larson. Vote by roll call. Calkins, yes; Kalkanis, yes; Larson, yes; Wojowski, yes; Benton, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. 10) REDWOOD PLAINFIELD PLANNED DEVELOPMENT (CASE NUMBER 1887- 081720.SU/SPR/PP) Trustee Larson moved to adopt the findings of fact of the Plan Commission as the findings of fact of the Board of Trustees and furthermore, direct the Village Attorney to prepare an ordinance granting approval of the special use for planned development of the project commonly known as Redwood Plainfield for up to 211 single -story attached apartment townhomes, subject to the stipulations noted in the staff report. PUBLIC WORKS REPORT Trustee Wojowski moved to authorize snow removal services, as required, and accept the unit prices provided by IAP Construction, Inc, Antrex, Inc, Winninger Excavating, Shreve Services, Local Lawn Care & Landscaping, ACSOL, LLC/J & S Construction, and Hanson Landscape & Design, Inc. Second by Trustee Larson. Vote by roll call. Calkins, yes; Kalkanis, yes; Larson, yes; Wojowski, yes; Benton, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. Trustee Wojowski moved to authorize the Village President to execute a professional services agreement with M.E. Simpson to complete the 2020 Water Leak Survey for the cost not to exceed $33,150.00. POLICE CHIEF'S REPORT Trustee Bonuchi moved to authorize the purchase of a Cellebrite UFED 4PC Pro Series CLX System and related training class for one (1) detective for a total cost of $23,105.00.
