HomeMy Public PortalAboutMIN-CC-2005-01-25MOAB CITY COUNCIL REGULAR MEETING January 25, 2005 The Moab City Council held their Regular Meeting on the above date in the Council Chambers of Moab City Offices, located at 115 West 200 South, Moab, Utah. Mayor David L. Sakrison called the Pre -Council Workshop to order at 6:30 PM. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and Councilmember Rob Sweeten led in the Pledge of Allegiance. Also in attendance were Councilmembers Kyle Bailey, Gregg Stucki and Jeffrey Davis; City Manager Donna Metzler, City Recorder/Assistant City Manager Rachel Ellison, City Treasurer Jennie Ross, Planning & Community Development Director David Olsen, Public Works Director Brent Williams and Police Chief Mike Navarre. Nineteen (19) members of the audience and media were present. Council Stucki moved to approve the Regular Meeting Minutes of January 11, 2005 and the Special Meeting Minutes of January 13, 2005. Councilmember Sweeten seconded the motion. The motion carried 4-0 aye. Under Citizens to be Heard, Sara Melnicoff stated that she represented the Common Thread Volunteer group, which was a group made of volunteers from many different areas and that the group was dedicated to protecting certain areas during the Annual Jeep Safari. Ms. Melnicoff stated that volunteers would be collecting recyclables and keeping people on the marked trails. Dee Tranter stated that he would like to see some repair work done on Pear Tree Lane. Mr. Tranter stated that he has replaced the gravel on portions of the lane and that the gravel had disappeared with utility work. Margaret Hopkins state that she was in favor of a BMX track and would love to have it be nearby to use as an After School Club Activity. Ms. Hopkins stated that there are two bicycle clubs now with waiting lists and that she feels it would be great for HMK Intermediate School. Tony Schetzle stated that he is the National Park Superintendent for Arches and Canyonlands and would like to invite the City Council to come out to the Park. Under Planning Department Update, City Planning & Community Development Directory Olsen stated that public hearing on the BMX track would be on February 22, 2005 and that the Ms. Melnicoff s volunteer group had cleaned up a lot of trash by the Episcopal Church and that he appreciated it. City Planning & Community Development Directory Olsen also stated that he would be applying for Matheson ISTEA funding in the future. Under Public Works Department Update, Public Works Director Williams stated that the Main Street Water Line project was going well and that the Utah Department of Transportation (UDOT) was doing interconnects at the intersections and that there were a lot of traffic cones downtown. Public Works Director Williams stated that UDOT had taped off the pedestrian crossing buttons and that he was requesting that UDOT fix the pedestrian crossing problem immediately. Councilmember Sweeten moved to approve the Consent Agenda as follows: 1) Request to Send Proposed Resolution #05-2005 — A Resolution Amending the Fiscal Year 2004-2005 Budget to Public Hearing; 2) Confirmation of a Mayoral Board Appointment of Marlene Huckabay to the Moab Arts and Recreation Center Board for a two year term ending on December 31, 2006. Councilmember Bailey seconded the motion. The motion carried 4-0 aye. Under Presentations, Mayor Sakrison presented Janalee Atwood with the Mayor's Student Citizenship of the Month Award for Helen M. Knight Intermediate School. Councilmember Sweeten moved to table the Moab Transportation Master Plan. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Councilmember Bailey moved to approve a Cooperative Agreement - Preconstruction & Construction Reimbursement by and between the City of Moab and the Utah Department of Transportation (UDOT). Councilmember Sweeten seconded the motion. The motion carried 4-0 aye by a roll -call -vote Under Reading of Correspondence, Mayor Sakrison stated that the UDOT annual visit for transportation issues would be on March 15, 2005 from 10:00 AM to 12:00 PM at the Grand County Courthouse. Mayor Sakrison stated that he attended the Association of Local Governments meeting in Price and that the City may not be getting Community Development Block Grants in the future due to changes in funding. Mayor Sakrison also stated that there would be a public meeting on January 26, 2005 with the Department of Energy at 6:00 PM to discuss comments on the Environmental Impact Statement for the Atlas Tailings Pile. Councilmember Sweeten stated that he had received a letter from the HMK Intermediate School Community Council requesting that children be encouraged to ride their bicycles to school. Under Administrative Reports, City Manager Metzler stated that the Annual visioning Workshop would be held on February 16 and 17, 2005 at the Moab Arts and Recreation Center (MARC). City Manager Metzler also stated that the City Engineer position had been advertised and that she had been in meetings with the Moab Area Chamber of Commerce, Adult Probation and Parole and the State and Institutional Trust Lands Administration regarding their respective leases in the City Center Project. City Manager Metzler stated that the Teen Center committee was working diligently on a job description and had drafted Personnel Policies and Procedures for the new center. City Manager Metzler then stated that the Economic Development Committee had been working on a five year plan and that a draft would be available in the next few weeks. City Manager Metzler stated that the City Center Project was moving along and that the roof and window bids had been let. City Manager Metzler also stated that there would be a Request for Proposals for Architectural Services for the new animal shelter in the next two weeks. A Goal Update was not given. Mayor Sakrison stated that he had attended the Emergency Management Meeting the previous week with the County. Under Mayor and Council Reports, Mayor Sakrison stated that he and Councilmember Bailey attended the Local Official's Day at the Utah State Legislature and that he had met with Brad King regarding the Atlas Stakeholders meeting last week. Councilmember Sweeten moved to pay the bills against the City of Moab in the amount of $196,018.44. Councilmember Bailey seconded the motion. The motion carried 4-0 aye by a roll -call -vote. Councilmember Stucki moved to Enter an Executive Session for the purpose of a Discussion Regarding the Lease, Purchase or Exchange of Real Property. Councilmember Bailey seconded the motion. The motion carried 4-0 aye. An Executive Session was entered at 7:46 PM. Councilmember Bailey moved to close the Executive Session. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. The Executive Session was closed at 8:15 PM. Mayor Sakrison adjourned the Regular Council Meeting at 8:15 PM. APPROVED: ATTEST: David L.
