A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE AWARD OF CONTRACT TO MELAD AND
ASSOCIATES AND WILLDAN TO PROVIDE PROFESSIONAL
BUILDING PLAN-CHECK AND INSPECITON SERVICES AND
AUTHORIZING THE MAYOR TO EXECUTED THE CONTRACTS
WHEREAS, the City of Lynwood is in need of consultants to perform
professional plan-check review and inspection services; and
WHEREAS, State Law requires that only State License Engineers review the
work of other State License Engineers; and
WHEREAS, the City 'of Lynwood does not have a plan check program in place
and does not have the required Licensed Structural, Electrical, Plumbing and
Mechanical Engineers to perform complete plan-check in house; and
WHEREAS, it would not be cost efficient for the city to hire a group of
Professional Engineers and to create a new plan-check division at this time, because
the city does not have enough development to justify or to cover the cost of such
mentioned engineers, and
WHEREAS, the Plan-Check Consultant will complete the plan-check process in
amore efficient and effective manner; and
WHEREAS, the Plan-Check Consultant will be responsible for any legal issue
concerning plan-check; and
WHEREAS, the Plan-Check Consultant has all the required state bonds and
liability insurances to perform the Professional Plan-Check and inspections; and
WHEREAS, Melad and Associates has provided the City of Lynwood consultant
services since 1983 performing Professional Plan-Check and Inspections, he knows the
city better than any other consultant, and he was selected number one by the RFP's
interviewing panel; and
WHEREAS, Melad and associates was voted the number one candidate by the
interviewing panel, because of Melad's professional experience, and also because
Melad had the overall lowest price from plan-check by the hour through inspection
services by the hour than the other consultants that were interviewed by the
interviewing panel; and
WHEREAS, The City of Lynwood would benefit by having more than one plan-
check consultant and WILLDAN was voted number two by the interviewing panel.
WILLDAN would be an alternative. WILLDAN services will only be used on ah as
needed basis.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood authorizes the Mayor to
execute a contract between the City of Lynwood and Melad and Associates and the
~'~ City of Lynwood and WILLDAN to pertorm Professional Plan-Check and Inspections
services to the City, approved to form by the City Attorney.
Section 2. The City Council of the City of Lynwood authorizes funding in the
amount of $350,000 for fiscal year 2006-2007 from the Building and Safety's approved
budget Plan-Check Account Number 01-4662-4220.
