A RESOLUTION: INITIATION TO AMEND ZONING ORDINANCE ARTICLE 7
OVERLAY AND SPECIAL PURPOSE DISTRICTS, AMENDING LOT
STANDARDS IN THE GOVERNMENT CENTER (GC) DISTRICT,
CONCURRENTLY WITH A REZONING OF PROPERTY AT 20 UNION
STREET
WHEREAS, the R-HD, Historic Residential District, and R-6 Moderate Density
Residential District do not include `museum' and `office' uses; and
WHERAS, the County of Loudoun owns property at 20 Union Street that has been
historically used as an African American elementary school known as the Douglass Elementary
School and another building which has been used for school -supporting office uses; and
WHEREAS, the County of Loudoun wishes to work with a non-profit organization to
rehabilitate the Douglas Elementary School to repurpose it as a museum and to continue using the
other brick building on the property as an office; and
WHEREAS the parcel is currently split -zoned R-HD and R-6 and the County would like
to have the property be rezoned to one district; and
WHEREAS, the Town Manager received a letter dated July 1, 2020, from the County of
Loudoun Department of General Services requesting the necessary zoning text amendments to
permit `museum' and `office' uses; a rezoning of the property to a district permitting `museum'
and `office' uses; to rezone the property to a single district as opposed to two; and, to process this
text amendment and rezoning concurrently; and
WHEREAS, the public necessity, convenience, general welfare, and good zoning practice
require the proposed amendments.

THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. Amendments to the Zoning Ordinance are hereby initiated, and referred to
the Planning Commission to amend lot standards in the Government Center District as appropriate.
SECTION II. Direction is given to staff to process this Zoning Ordinance text amendment
concurrently with a rezoning application on the property at 20 Union Street as submitted by
Loudoun County.
SECTION III. The Planning Commission shall hold a public hearing to consider these
amendments to the Zoning Ordinance, and report its recommendation to the Town Council
pursuant the Section 15.2-2204 of the 1950 Code of Virginia, as amended.
