WHEREAS, the current renewable annual contract for curb, gutter, and sidewalk replacement and for American Disabilities Act compliance for repair of concrete and brick surfaces is in its final year with the current contractor; and WHEREAS, the total amount that will be spent on this contract in any one year will vary and will depend on the budgeted amount for that year; and WHEREAS, in response to a public solicitation for construction bids for this street maintenance contract, the Town received eight bids on July 7, 2020 from the following firms: • Gull Corporation $264,025.00 • Arthur Construction Company, Inc. $323,416.25 • M&F Concrete, Inc. $333,799.56 • US Concrete and Paving, Inc. $345,437.00 • Crown Construction Service, Inc. $381,593.00 • Ashburn Contracting Corporation $429,911.00 • Finley Asphalt & Sealing, Inc. $433,030.00 • Sagres Construction Corporation $557,375.00 WHEREAS, this is a unit price contract; and WHEREAS, the quantities used for bid comparison are estimates; and WHEREAS, the contracts will be awarded in a combined amount not to exceed the Fiscal Year 2021 budget of $311,000; and WHEREAS, the bids were evaluated by the Director of Public Works and Capital Projects and the Chief Procurement Officer in accordance with the Virginia Public Procurement Act and the Town's Procurement Policy; and -2- A RESOLUTION: AWARDING FISCAL YEAR 2021 ANNUAL STREET MAINTENANCE - CONCRETE AND BRICK REPAIRS CONTRACTS TO GULL CORPORATION AND ARTHUR CONSTRUCTION COMPANY, INC. WHEREAS, Gull Corporation of Leesburg, Virginia and Arthur Construction Company, Inc. of Dulles, Virginia were determined to be the two lowest responsive and responsible bidders; and WHEREAS, these contracts will be for an initial period of one year and renewable up to four additional consecutive one-year periods; and WHEREAS, the Director of Public Works and Capital Projects recommends award of contracts for Annual Street Maintenance - Brick and Concrete Repairs to Gull Corporation and Arthur Construction Company, Inc. THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the Town Manager is authorized to execute contracts, in a form approved by the Town Attorney, for Annual Street Maintenance - Brick and Concrete Repairs with Gull Corporation and Arthur Construction Company, Inc.
