Approval of the minutes from the meeting of July 15, 2015 Mr. Reece moved and Mr. Hussey seconded to approve the minutes from the Regular Meeting of July 15, 2015 as printed. MOU/Bylaws Update Mr. Sanders explained that to date Callaway County, Cole County, City of Jefferson, MoDOT, St. Martins, Wardsville and Holts Summit have ratified the revised Memorandum of Understanding and Bylaws. He explained that a letter and nomination form will be sent out in the near future in order to have members in place by November 1, 2015. Mr. Sanders discussed membership changes on the Board of Directors and Technical Committee. B. Administrative Modification#1 to the 2016-2020 Transportation Improvement Program 1. TIP #2016-12: JEFFTRAN Paratransit Vehicles. Sponsor: Department of Public Works, Transit Division Mr. Sanders explained that due to modifications in the design of three (3) paratransit vehicles, minor funding changes in the local match has occurred. He stated that this is for informational purposes only. 8. Other Business A. 2015 Planning Process Review Update Mr. Sanders explained that staff is in the process of addressing the recommendations requested by FHWA and FTA in response to the recent Transportation Planning Process Review. B. FY2016 Unified Planning Work Program(UPWP) Mr. Sanders explained that due to the timing of the UPWP and the City of Jefferson budgeting process, the document was not forwarded to MoDOT at the time of approval on April 15, 2015. He stated that since the City of Jefferson's budget process has progressed and MoDOT requires the UPWP for their Consolidated Planning Grant drafting and approval process, the FY2016 Unified Planning Work Program will be transmitted to MoDOT after the August 19, 2015 Board of Directors meeting. This approval is contingent on the subsequent clarification of work elements; specifically, adjustments to descriptions within Work Element 2. In general, the description of work is found to adequately support FHWA and FTA-funded technical studies and grant activities. The CAMPO Board of Directors approved this amendment at their meeting of April 15, 2015. CAMPO's FY2016 UPWP period is November 1,2015—October 31,2016. McCarty St., Jefferson City, MO 65101 Phone: 573.634.6410 Fax: 573.634.6457 JVlemorandum TO: CAMPO Board of Directors FROM: Alex Rotenberry,Transportation Planner DATE: November 10, 2015 SUBJECT: Technical Committee Pedestrian or Bicycle Transportation Interest Seat At their September 3, 2015 meeting the Technical Committee reviewed five candidates for the newly created Pedestrian or Bicycle Transportation Interest seat. This seat was created with the ratification of the revised Bylaws, stating: "21.6 The Board of Directors shall appoint two(2)Transportation Interest voting members: A. One(1)voting member shall represent private transportation interest. B. One(1)voting member shall represent pedestrian or biking interest." After careful review, the Technical Committee is recommending Mr. Cary Maloney, current member of the Pedestrian and Bicycle Plan Advisory Committee for appointment to the Pedestrian or Bicycle Transportation Interest seat. Mr. Maloney has been an enthusiastic member of the Pedestrian and Bicycle Plan Advisory Committee since its inception and his part time work with Red Wheel Bike Shop keeps him in contact with not only local bicyclists of all skill levels, but also with out of town visitors coming off the Katy Trail looking for repairs. Mr. Maloney provided this brief biography: "I'm currently 58 years old. Have been a resident of Mid- Missouri for 24 years. Retired from the MO Highway Patrol Crime Laboratory after 25 years. I'm a lifelong cyclist and an active member of the Osage Region Trail Association, a local trail building organization. I currently work part time at Red Wheel Bike Shop." The Technical Committee reviewed the nominees and is forwarding their nominee, Cary Maloney, to the Board of Directors for approval as the Pedestrian or Bicycle Transportation Interest Seat. MO 65101 Phone: 573.634.6410 Fax: 573.634.6457 Memorandum TO: CAMPO Board of Directors FROM: Sonny Sanders, Senior Transportation Planner DATE: November 10, 2015 SUBJECT: MoDOT 2017 STIP Due to state motor fuel tax, motor vehicle sales tax and vehicle and driver licensing fees coming in over projected, MoDOT has state revenue in excess of projections. This excess funding, leveraged with matching federal funding, means an additional $30.9 million of transportation projects to be included in the FY2017 State Transportation Improvement Program for the Central District. At a recent MoDOT Planning Partners Meeting, MoDOT shared its draft list of projects. The focus will be shovel ready projects addressing critical bridges, pavement improvements and safety improvements to the supplementary highway system. The draft list of projects identified in the CAMPO Planning Area includes: • Bridge improvements on the Highway J overpass of US 50/63; • Pavement improvements on Highway B from Jefferson City to Highway 133 in Osage County; and • Addition of 2' shoulders and rumble strip on Highway B from Wardsville to Meta. This draft list is subject to change as this process moves forward. Attached is the project list showing all projects in the MoDOT Central District. The Board meets the third Wednesday of the month at 12:15 p.m. in the Boone/Bancroft Room (Rm. #200), John G. Christy Municipal Building, 320 E. McCarty.
