SPECIAL MEETING
BOARD OF DIRECTORS
JULY 7 , 1982
MINUTES
I. ROLL CALL
President Duffy called the meeting to order at 7 :45 P.M.
Members Present: Katherine Duffy, Barbara Green, Edward Shelley,
Nonette Hanko, Harry Turner, Daniel Wendin, and Richard Bishop
Personnel Present: Herbert Grench
OLD BUSINESS WITH ACTION REQUESTED
A. Proposed Evaluation Procedure for General Manager
H. Grench distributed draft copies of the minutes of the June 23, 1982
Board meeting that dealt with this topic. N. Hanko clarified that the
procedure in the Committee ' s report to the Board on General Manager
Evaluation Criteria (M-82-63 of July 1 , 1982) assumed that the Board
was satisfied with the evaluation procedure given in the Committee ' s
previous report (M-82-52 of June 1, 1982) and that further refinement
was only needed on the evaluation criteria.
Motion: N. Hanko moved and R. Bishop seconded a motion that the eval-
uation process in M-82-52 and the evaluation criteria in
M-82-63 be adopted.
Discussion then centered on whether parts of item 9c in
M-82-63 , particularly the first subtopic "good working rela-
tionship with subordinates , " should be dropped or modified.
Motion E. Shelley moved an amendment to drop all three
to subtopics in item 9c. H. Turner seconded the motion. After
Amend: discussion about retaining at least part of item 9c, the
motion to amend failed on the following vote :
AYES : E. Shelley
NOES: K. Duffy, B. Green, N. Hanko, H. Turner, D. Wendin,
and R. Bishop
Motion D. Wendin moved an amendment to drop only the first subtopic
to in item 9c and to add an item 4 under Discussion Topics,
Amend: "What is the General Manager' s style of management and how is
it working?" B. Green seconded the motion. The motion to
amend passed unanimously.
The main motion passed unanimously.
CLOSED SESSION
The Board adjourned at 8 :20 P.M. to Closed Session for the purpose of
conducting the General Manager' s performance evaluation.
The Board reconvened and adjourned at 11: 05 P.M. Herbert Grench

General Manager Evaluation Criteria
(Revised)
1) How well are the goals of the District, as set by the Board, being
met? (Is the job getting done?- performance of Action Plan)
2) How well is the Manager adhering to Board policy including:
a. land acquisition/public use
b. land management/public use
C. site planning/public participation
3) Are specific Board requests being carried out?
4) How well does the General Manager represent the District before the
public and other governmental bodies?
5) Does the General Manager seek clarification of policy from the Board
in a timely manner when auestions as to policy arise?
6) How well does the General Manager make use of District resources?
7) Does the General Manager have the necessary data to guide decisions
and to keep track of activities and resource expenditures?
8) How well does the General Manager communicate with:
a. Board
b. public
9) Competence - How well does the General Manager meet. the following:
a) Be sensitive and responsive to the concerns and requirements of
the Board.
b) Exhibit creativity.
c) Provide organizational leadership
- good working relationship with subordinates
- develops increasing capability of subordinates
- good working relationship with other Board appointees
d) Work effectively toward objectives for which the General Manager
has accepted responsibilities.
e) Require that plans and actions be directed toward most effective
means of achieving objectives.
f) Anticipate problems and be prepared to solve them.
g) How resourceful is the General Manager in dealing with emergency
and crisis situations?
Discussion topics :
1) What are the General Manager' s long term goals for the District?
2) What can Board do to assist General Manager in job performance?
3) What are General manager' s future plans?
