A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON,
CALIFORNIA, SUPPORTING THE TELECOMMUNICATIONS
EDUCATION AND ASSISTANCE IN MULTIPLE -LANGUAGES
(TEAM) PROGRAM AND THE COMMUNITY HELP AND
AWARENESS OF NATURAL GAS AND ELECTRICITY SERVICES
(CHANGES) PROGRAM
WHEREAS, on February 1, 2011, the City Council approved Resolution No. 11-016, that
supported the Search to Involve Pilipino Americans (SIPA) and the Telecommunications
Education and Assistance in Multiple -Languages (TEAM) program; and
WHEREAS, SIPA was one of thirty community-based organizations selected and funded
by the California Public Utilities Commission (CPUC) to administer the TEAM program; and
WHEREAS, the TEAM program provides education and assistance to limited English -
proficient Filipino consumers and seniors trying to resolve billing issues with their phone
companies. The program is intended to assist consumers when problems exist, and to provide
education to help consumers avoid problems in the future; and
WHEREAS, in the time since the Resolution was approved, TEAM has successfully
assisted and educated many Filipino residents from the City of Carson; and
WHEREAS, the City was informed late last year that TEAM is now partnered with the
Campaign for Social Justice; and
WHEREAS, the City was also told that a complement to the TEAM program, the
Community Help and Awareness of Natural Gas and Electricity Services (CHANGES) program,
was recently established to assist and educate the same members of the community on issues
related to utility companies.
NOW, THEREFORE, BE IT RESOLVED, that the City of Carson, California, does
hereby support the Telecommunications Education and Assistance in Multiple -Languages
(TEAM) program, and the Community Help and Awareness of Natural Gas and Electricity
Services (CHANGES) program.
