REGULAR COUNCIL MEETING, NOVEMBER 2, 2015
CALL TO ORDER
The Regular Council Meeting of November 2, 2015, was convened at 6:00 P.M. by
Mayor Carrie Tergin.
ROLL CALL
The following Council Members were present for the roll call:
Present: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather,
Schreiber, Scrivner, and Ward
Absent: None
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Hussey, seconded by Councilman Graham, to
adopt the agenda. The motion was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
(a) Proclamation – Pancreatic Cancer Awareness Presented to Nicole Reynolds.
Ms. Reynolds made comments regarding how many people are impacted by
pancreatic cancer annually, and thanked Mayor Tergin for the proclamation.
(b) Resolution RS2015-23 – Recognizing Fred Rademan as Co-Recipient of 2015
Outstanding Service Award (Branch, Costales, Graham, Henry, Hussey,
Mihalevich, Prather, Schreiber, Scrivner, and Ward)
A motion was made by Councilman Mihalevich for adoption of RS2015 -23, seconded by
Councilman Scrivner, and approved unanimously by the following roll-call vote:
Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather,
Schreiber, Scrivner, and Ward
Nay: None

(c) Resolution RS2015-24 – Recognizing David Bange as Co-Recipient of 2015
Outstanding Service Award (Branch, Costales, Graham, Henry, Hussey,
Mihalevich, Prather, Schreiber, Scrivner, and Ward)
A motion was made by Councilman Mihalevich for adoption of RS2015 -23, seconded by
Councilman Scrivner, and approved unanimously by the following roll-call vote:
Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather,
Schreiber, Scrivner, and Ward
Nay: None
Both Mr. Rademan and Mr. Bange were present to be recognized and receive signed
originals of the respective Resolutions and congratulations of the Mayor and City
Council.
(c) Proclamation recognizing the Kansas City Royals’ winning the 2015 World Series
Championship on November 1, 2015.
PUBLIC HEARINGS
There were no public hearings at this time.
APPOINTMENTS BY THE MAYOR
There were no appointments to present to the Council at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Parks and Recreation Director Bill Lockwood gave a brief status report on the University
/ Community Wellness & Recreation Center.
Mr. Chris Jarboe made a presentation regarding the Operation Bugle Boy 2015 Event
which would occur on Thursday and Friday, November 5 and 6. He distributed materials
with information about the events and ticket information, and encouraged the Mayor and
City Council to attend if possible.
A presentation was made by Sara Dykman, Nia Thomas, Aaron Viducich, Matthew
Titre, Tommy Viducich, and Sarah Ramboa from “OnTheRiver.org” who were in the City

as part of a journey down the entire length of the Missouri River. They thanked the City
for making them feel welcome and provided a brief presentation showing how they use
the experience to educate students about the river when given the opportunity to do so.
Councilman Mihalevich thanked the presenters as well as Mr. Joe Wilson for bringing
awareness to citizens about the importance of the river to our City.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
The following upcoming Council Committee Meetings were announced:
Council Committee on Administration – Monday, November 16, immediately
preceding the Council Meeting.
Finance Committee – Thursday, November 12, at 7:30 A.M.
Public Safety Committee – Tuesday, November 24, at 7:30 A.M.
Public Works & Planning Committee – Thursday, November 19, at 7:30 A.M.
Planning & Protective Services Director Janice McMillan announced that a Council
Work Session will be held on Monday, November 9, to discuss the issue of Solid Waste
Contract, and that public forums will also be scheduled to receive input on the issue .
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Lincoln University student / City Council liaison Jonathan Jackson was absent, but
Mayor Tergin announced that the “Blue Tigers Madness” event to kick off the Lincoln
University basketball season would occur on Wednesday, November 4.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
Councilman Scrivner stated that he plans to leave Bill 2015 -59 on the Informal Calendar
as the affected entities are continuing to discuss issues and reach agreeable solutions.

A motion was made by Councilman Mihalevich for approval of the Consent Agenda as

APPROVAL OF CLOSED SESSION MINUTES
October 19, 2015, Closed Session Minutes – Councilman Mihalevich stated the roll-call
votes erroneously omitted his name. A motion was made by Councilman Scrivner to
approve the minutes as corrected, seconded by Councilman Costales, and approved
unanimously by the following roll-call vote:
Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather,
Schreiber, Scrivner, and Ward
Nay: None
GO INTO CLOSED SESSION
Mayor Tergin announced that, Pursuant to Sec. 610.021 of the Revised Statutes of
Missouri, the Chair would entertain a motion to go into Closed Session to discuss the
following:
a. Legal Actions [Sec. 610.021.(1)]
b. Contract Negotiations [Sec. 610.021(12)]
A motion was made by Councilman Mihalevich to go into Closed Session for the above
stated reasons, seconded by Councilman Prather, and approved unanimously at 7:22
