HomeMy Public PortalAbout1952-07-21 MeetingThe Council of`Pa1 Barbour Village met at the Administration Building, at 8:00 o'clock P. M. on July 21, 1952 to act as a Board of Equalization for the Village Tax Roll covering the period .of Tannery 1, 1952 to December 31, 1952. `There were present Messes. Beatty,,,Simons, Stokely and, Dr. Leonard. Absent: Mr. Brown Also present were W. H. Webb, Village Manager; 'Mary Wetterer, Village Clerk; and Fred Baisden, Village Attorney.. The council was informed that a notice had:been,pasted at the Administration Building from July 11, 1952 to July 21$'.1952, a period of ten.(10) days, informing property owners that the'tentative tax assessment,roll could be,seen in the Assessor's Office; and that no:pro- tests or Complaints:had been received. Mr. Webb told the council that the 1952 tax.rell amounted. to:.. 11.#,076,4 0.00, being Real Property of $8,607,170.00. and.Perecnal Prop erty of $706,750.00; less Homestead Exemptions of $235,00Q.00.and Widox e Exemptions of $20500.00. —,As=there were no taxpayers present to protest their.aesessments on motion of Dr. Leonard, secondei; Mr,.Heatty, the tentative tei assessment roll es presented by the Aaseesor.Wejt cepted. Thereupon mention duly made, seconded and carried the meeting adjourned. Thereafter the'conneil reconvened and proceeded tUrtherr with a regular business meeting. The minutes of the previous meeting of 4une„16,1,952 were re ad,end.approved. *.. The audit for. the village operations for nine Months was presented to the council.and,on motion'of Dr Leonard,, seconded,by' Mr. Beatty, .the audit was unanimously approved. Mr. Webb presented the Budget for the fiseal.yeer 19524953. to the council. He explained that in order to have a.bal.anced budget. it was necessary to omit several -items they had discussed in the. past. After consideration it was.agreed by the council that.after the final figures were audited for this year operat en:the'aurplus would be' taken into conslAeratiemond it would then perhaps be possible to mAlte various additions to the bud$et. Thereupon motion of Mr. Simons, seconded by Dr. Leonard, the following resolution was adopted. Resolution No..18 "A RESOLUTION OF TBEsCOUNCIL OF BAL, HARBOUR VILLAGE, FLORIDA, ADOPTING A BUDGET FOATIIE SAID VILLAGE FOR THE PERIOD OF 00 1952 TO, SEPTEMBER 30, 195� U. fH8 ` OF $151i086.44" Mr. Stokely then informed the council that the next order of business was to make a tax levy for the 1952 year. On motion of.Dr. Leonard, seconded by Mr. Beatty, the following resolution entitled: Resolution No. 19. RESOLUTION OF THE COUNCIL OF BAL HARBOUR VILLAGi ; FLORIDA, MAKING A TAX LEVY FOR THE YEAR 19 AND FIX- ING THE MILIAGE ON REAL AND P SQNAL PROPERTY IN SAID VILL& frC TEN (10): MILLS.° was unanimously adopted. Mr. Webb said that he had all of the village insurance policies. rechecked by another firm and they recommended we carry.additional lia- bility insurance. After discussion it was moved by.:Mr, Beatty,'seconded / be'Dr. Leonard, and unanimously votedthatthe village insurance,fr?the period of October 1, 1952.to September 30, 1953'be placed.with the firm Of Head Beckham Insurance Co. Mr. Webb told the council that he had received notice of the.` -N.P.A. approval'of the Whitman Hotel to be'constructed on Lot.13 of the Ocean:Front Section. He said that he had been r8queSted by'TnI.Oe'Con struction dompany to amend our Ordinance to permit working until midnight. sd that they could work -two full shifts each day. He also mentioned"that he had received many complaints from residents due to the 7:00 A.M.'start- ing hour'over ,the summer months. After discussion it was moved by Dr,. - Leonard, seconded by Mr. Beatty, and unanimously voted thatOrdinance"No. 13,' be amended. to allow working hours during the summer from 8":00 A.M.' to 12:00 midnight for Group B and C type noises and from 8:00 A.M. to 6:00 P.M. for Group"A-noises. There -being no further business before the meeting on motion duly made, seconded and carried the meeting adjourned.
