A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARSON, CALIFORNIA, RECOGNIZING PHILIPPINE -
AMERICAN FRIENDSHIP DAY ON JULY 4 th
WHEREAS, the Republic of the Philippines formally declared independence from the
United States on July 4, 1946, after almost 50 years of American Colonial rule; and
WHEREAS, Philippine President Diosdado Macapagal shifted the celebration of
Philippine Independence Day from July 4th to June 12th by virtue of Proclamation No. 28;
moving the holiday to June 12 in commemoration of General Emilio Aguinaldo's proclamation
of Philippine independence from Spain in 1898; and
WHEREAS, Republic Act No. 4166 changed the date of Philippine Independence Day
from July 4 to June 12. The aforesaid law designated July 4 as Philippine Republic Day, a legal
holiday to commemorate the foundation of the modem Republic of the Philippines; and
WHEREAS, sometime during the administration of President Ferdinand Marcos,
Philippine—American Day was renamed Philippine—American Friendship Day and moved to July
4, overshadowing the observance of the date as Philippine Republic Day; and
WHEREAS, on Philippine -American Friendship Day, the enduring bonds or special
relations between the Republic of the Philippines and the United States of America is
acknowledged; and
WHEREAS President Fidel V. Ramos issued Administrative Order No. 204 on July 10,
1995, constituting a National Executive Committee for the commemoration of the 50th
Anniversary of the Philippine -American Friendship Day on July 4, 1996; and
WHEREAS, this milestone event in Philippine history must be appropriately observed to
promote and preserve the spirit of freedom, independence, nationalism and love of country and
appreciate the contribution and sacrifice of war veterans in the pursuit of sovereignty; and
WHEREAS, the Philippine -American Friendship Day affirms the continuing strength of
Filipino -American friendship; and
WHEREAS, it is essential to promote the understanding, education, and appreciation of
the shared history of the Philippines and the United States.

NOW THEREFORE, be it resolved, that the Mayor and City Council of the City of
Carson, California, do hereby recognize the celebration of Philippine -American Friendship Day,
honor the shared heritage and history of Filipinos and Americans and their immense
contributions to the respective lives of their nation, and urge the residents of the City of Carson
to observe Philippine -American Friendship Day with appropriate programs and activities.
