ROLL CALL The Special Joint Meeting of the Board of Directors of the Midpeninsula Regional Open Space District and the Commissioners of the Santa Clara County Parks and Recreation Commission was called to order by President Katherine Duffy at 5 : 28 P.M. in the lower parking lot of Rancho San Antonio County Park. Board Members and Commissioners Present During the Meeting: Katherine Duffy, Daniel Wendin, Barbara Green, Harry Turner, Richard Bishop; Betsy Blais , Barbara Klein, Karen Wilson, Lee Bergman, and Rex Lindsay. Board Members and Commissioners Absent: Edward Shelley, Nonette Hanko; Andrew Bonfield, and Betty Sellers, Staff Members Present: Herbert Grench, Craig Britton, David Hansen, James Boland, Del Woods, Charlotte MacDonald, and Jean Fiddes from the District and Neil MacPherson, Terry Dunning, Charles Rockwell , and Charles Gail from Santa Clara County. After introductions of everyone present and welcoming remarks from District President Duffy, the group had an informal walking tour of Rancho San Antonio County Park and Rancho San Antonio Open Space Preserve, including the Deer Hollow Farm area leased from the District by the City of Mountain View. DINNER AND INFORMAL DISCUSSION The group assembled at the house, formerly occupied by Mrs. Frances Perham, on the Preserve fora buffet dinner. DISCUSSION A) Introductory Remarks President Duffy and Commission President Rex Lindsay discussed the merits of the special joint meeting. H. Grench presented a brief history of the District, indicating District owned lands on the wall map. Robert Augsburger, Executive Director of the Peninsula Open Space Trust, provided a brief explanation of P.O.S.T. ' s role in helping to acquire open space land, as well as build a base of financial support from the private sector. B) Status and Interrelationship of the County and District Park and Open Space Acquisition Program Terry Dunning reviewed areas of acquisition, including Rancho San Antonio, Sanborn Park, and the Stevens Canyon area, that the County and District had in common. He stated he saw the most interaction between the two agencies occurring in the Baylands, noting the County was specifically focusing on the north Coyote Creek drainage area. In response to a question from H. Turner, T. Dunning stated the County and District did not have any joint projects in progress at this time. C. Britton discussed the District' s acquisition plans. Discussion focused on the use of eminent domain to acquire land, and Rex Lindsay requested an item be placed on a future Parks and Recreation Commission agenda for a discussion of the County' s use of eminent domain. C) Cooperative Management and Planning of Rancho San Antonio and Other Sites D. Hansen discussed the cooperative management by County and District Rangers of Rancho San Antonio County Park and Open Space Preserve and Stevens Creek Park. J. Boland stated County and District Rangers were on the same communications radio frequency. H. Grench noted the two agencies might want to consider a cooperative approach that would involve the County agency acquiring a certain piece of land in exchange for the District providing patrol services in a certain County area. D) Other Matters of Mutual Interest Discussion focused on the Directors and Commissioners meeting at least once a year, sending minutes and agendas for District meetings to the Chairman of the Parks and Recreation Commission , and the possibility of reverse meeting attendance. It was the consensus that it was sufficient to continue to send a copy of the minutes and agendas to the County Parks office and that these items would be distributed from there to Commissioners who wanted them. H. Turner stated he would like to attend the Commission meeting at which eminent domain was discussed, and members of the County staff stated the item could be on the January agenda. K. Duffy stated the consensus of the group that the next joint meeting should be held after Labor Day but prior to the daylight savings time change. IV.
