A RESOLUTION : AWARDING A TWENTY-YEAR LEASE OF THE MIGHTY
MIDGET SEMI-PERMANENT KITCHEN STRUCTURE TO
MOM'S APPLE PIE BAKERY
WHEREAS, the Town of Leesburg received title to the metal structure known as the
"Mighty Midget Kitchen" on August 4, 1994, as referenced in Resolution 94-184; and
WHEREAS, the Mighty Midget Kitchen constitutes personal property which may be
affixed to the real property of a lessee; and
WHEREAS, the Mighty Midget Kitchen was previously leased to Mighty Midget,
Inc., in accordance with Council Resolutions 94-238 and 96-39; and
WHEREAS, the lease to Mighty Midget, Inc. expired in 2016, and has not been
renewed by Council; and
WHEREAS, by Resolution 2019-095 dated June 25, 2019, Council authorized the
Town Manager to issue a Request for Proposal (RFP) for the lease of the Mighty Midget
Kitchen; and
WHEREAS, RFP No. 100120-FY20-10 seeking proposals for a twenty-year lease of
the Mighty Midget structure was issued on August 8, 2019, three proposals were received and
evaluated by Staff, and Staff has recommended award of the lease to Mom's Apple Pie Bakery;
and
WHEREAS, Council finds that award of the lease to Mom's Apple Pie Bakery will
serve the best interests of the Town and restore the Mighty Midget Kitchen to the location
where it historically stood from 1947 to the early 1990's.

MIDGET SEMI-PERMANENT KITCHEN STRUCTURE TO
MOM'S APPLE PIE BAKERY
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that
the Mayor is hereby authorized to execute a Lease between the Town and Mom's Apple Pie
Bakery for a twenty-year lease of the Mighty Midget Kitchen structure, upon the terms and
conditions contained in the attached form oflease(including exhibits thereto)and in a final form
as approved by the Town Attorney.
