HomeMy Public PortalAbout2020_08_11_R084 Annual Capital Funding Request to the County of Loudoun The Town of Leesburg, Virginia PRESENTED: August 11, 2020 RESOLUTION NO. 2020-084 ADOPTED: August 11, 2020 A RESOLUTION: ANNUAL REQUEST TO THE COUNTY OF LOUDOUN FOR CAPITAL FUNDING FOR FISCAL YEAR 2022 WHEREAS, the County of Loudoun annually solicits funding requests from the Loudoun towns as part of the County's Capital Improvements Program and budget development process; and WHEREAS, the Town of Leesburg Capital Improvements Program includes multiple projects that will mutually serve both the Town of Leesburg and the County of Loudoun; and WHEREAS, in July 2020, the County of Loudoun solicited town requests for Fiscal Year 2022 funding for projects that are generally limited to: (1) capital improvements to facilities owned by the County or located within the Town, but operated by the County; and (2) local pedestrian or transportation related improvements that benefit the County; and WHEREAS, the Town has identified five pedestrian and transportation related projects in the Town's current Capital Improvements Program that meet the County's funding criteria that includes design funding for the Edwards Ferry Road and Route 15 Bypass Interchange, the widening of Evergreen Mill Road, a Traffic Signal at Sycolin Road and Gateway Drive, Public Bus Shelters, and lighting on the Washington and Old Dominion Trail. WHEREAS, at their work session meeting, August 10, 2020, Town Council requested $250,000 for a comprehensive traffic study of the downtown, and a not to exceed amount of $6,000,000 towards the purchase of the Westpark Golf course property which are priorities to the Town; however, they are not yet included in the Town's approved Capital Improvements Program. -2- A RESOLUTION: ANNUAL REQUEST TO THE COUNTY OF LOUDOUN FOR CAPITAL FUNDING FOR FISCAL YEAR 2022 THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the Town Council respectfully submits the following Capital funding requests in the total amount of$20,194,700 for consideration during the County of Loudoun's Fiscal Year 2022 budget development deliberations: • $5,000,000 for design funding for the Edwards Ferry Road and Route 15 interchange. • $6,000,000 for Evergreen Mill Road Widening. • $758,600 for a Traffic Signal at Sycolin Road and Gateway Drive. • $178,200 for Public Bus Shelters. (Ft. Evans Road NE, eastbound at Cedar Walk Circle; Ft. Evans Road NE, westbound at Cedar Walk Circle; and Clubhouse Drive SW at the cul-de-sac). • $2,007,900 Washington& Old Dominion Trail Lighting. • $250,000 for a Comprehensive Downtown Traffic Study. • Not to exceed$6,000,000 for the purchase of the Westpark property.
