A RESOLUTION: INITIATE A ZONING ORDINANCE TEXT AMENDMENT
TO AMEND ARTICLES 5, 9 AND 18 TO ADD SPRING
WATER BOTTLING PLANT AS A SPECIAL EXCEPTION
USE IN THE RURAL ESTATE DISTRICT AND TO DEVELOP
USE STANDARDS AND DEFINITIONS
WHEREAS, a letter was submitted to the Mayor and Town Council from John Cook
on behalf of family members who own Rock Spring Farm in Leesburg requesting a Zoning
Ordinance text amendment to allow spring water bottling as a use in the Zoning Ordinance;
and
WHEREAS, the staff reviewed the request and recommends that the district most
appropriate for such a use would be the Rural Estate district subject to a special exception
review and performance standards; and
WHEREAS, the Town Council considered this request at a work session on August
10, 2020 and recommended that a Zoning Ordinance text amendment be initiated; and
'WHEREAS, the public necessity, convenience, general welfare, and good zoning
practice require the proposed amendments.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
1. Amendments to the Zoning Ordinance are hereby initated and recommended to the
Planning Commission to amend Article 5, Rural Estate district to add spring water bottling
plant as a special exception use; Article 9 Use Standards;Article 18, Definiations; and other
sections of the Ordinance as necessary to facilitate the intent of this inflation.

2. The Planning Commission shall hold a public hearing to consider these amendments
to the Zoning Ordinance,and report its recommendations to Town Council pursuant
to Section 15.2-2204 of the 1950 Code of Virginia, as amended.
