BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. The Council does hereby find, determine, and declare it a public necessity to acquire certain property as well as a temporary construction easement together with all appurtenances thereunto, owned by the Trinity Lutheran Church, described more particularly in Exhibit A, which is attached hereto and by this reference incorporated herein as if more fully and completely set out. The purpose of acquiring such easement is for the construction of the public road at the intersection of Stadium Boulevard and Jefferson Street. Section 2. The City Council does hereby authorize the City Counselor to acquire said easement by purchase or condemnation, including the authorization to file a petition for condemnation and to pursue such condemnation. The price to be paid in the event of purchase is not to exceed the appraised value of the property by more than fifteen percent. In the event of condemnation, the price to be paid shall be as set forth by the Court. Section 3.
