COUNCIL WORK SESSION, NOVEMBER 9, 2015
CALL TO ORDER
The Council Work Session of November 9, 2015, was convened at 5:30 P.M. by Mayor
Carrie Tergin.
ROLL CALL
The following Council Members were present for the roll call:
Present: Branch, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber,
Scrivner
Arrived Late: Costales (arrived at 5:31 P.M.) and Ward (arrived at 5:35 P.M.)
Absent: None
A quorum was declared present.
SELECTION OF A SOLID WASTE PROVIDER
Review of Proposals Received
A staff presentation was made by Planning and Protective Services Director Janice
McMillan regarding the two proposals received by the City for solid waste provider
services from the following proposers:
1. Republic Services
2. Waste Corporation of America (“WCA”)
Ms. McMillan distributed the printed proposals, as well as the printed report of the Staff
Evaluation Committee, to the Mayor and City Council. She announced that the same
materials will also be available on the City’s website for the public.
Various options contained in the proposals were presented, followed by a question and
answer period.
Recommendation of Staff’s Evaluation Committee
At the conclusion of the question and answer period, Ms. McMillan stated that the
Staff’s Evaluation Committee recommended Republic Services as the exclusive
provider of solid waste services, under a ten-year contract. A resolution selecting the

provider, type, and term of contract will be brought before the Council at their December
8, 2015, Regular City Council meeting.
PUBLIC INFORMATION SESSION
Ms. McMillan announced a Public Information Session has been scheduled for
Tuesday, November 17, at 5:30 P.M. in the Council Chambers.
ADJOURNMENT
A motion for adjournment was made by Councilman Mihalevich, seconded by
Councilman Costales, and approved unanimously at 6:26 P.M.
