REGULAR COUNCIL MEETING, NOVEMBER 16, 2015
CALL TO ORDER
The Regular Council Meeting of November 16, 2015, was convened at 6:00 P.M. by
Mayor Carrie Tergin.
ROLL CALL
The following Council Members were present for the roll call:
Present: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather,
Schreiber, Scrivner, and Ward
Absent: None
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Mihalevich, seconded by Councilman Prather, to
adopt the agenda as amended to move presentation by David Hofherr up from item 16
to item 7(d) on the agenda. The motion was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
(a) Mayor Tergin congratulated, and presented a City Coin to, Ms. Olivia Howard, a
student from Calvary Lutheran High School upon being named a National Merit
Scholarship Program Semifinalist
(b) City Administrator Steve Crowell announced the recipient of the City’s Employee
of the Month for November was Mr. Ron Craft . Mr. Crowell outlined Mr. Craft’s
exemplary performance at the Jefferson City Memorial Airport during the past
several months while upgrades were underway. Mayor Tergin presented Mr.
Craft with a City Coin and congratulated and thanked him for his dedication to the
City.
(c) City Administrator Crowell announced that the City has been awarded the
Comprehensive Annual Financial Reporting Award by the Government Finance
Officers’ Association. Finance and I.T. Director was present to accept the award

on behalf of the Finance Department.
Following Mr. Betts’ comment, Mayor Tergin announced that tonight was also Mr.
Betts’ last Council Meeting as a City employee, thanked him for his outstanding
service to the City, and wished him well in his new position . Several Council
Members also thanked Mr. Betts, after which he accepted a City Coin from
Mayor Tergin.
PUBLIC HEARINGS
Mayor Tergin announced the following public hearings, and opened the floor for staff
presentations and public testimony:
a. Rezoning 0.49 Acres from C-2 General Commercial to RA-1 Multi-family
Residential for Property Addressed as 2301 and 2305 E. McCarty Street
Planning & Protective Services Director Janice McMillan made a staff presentation and
provided background and details of the requested rezoning. She answered questions
asked by the Council.
At the conclusion of the staff presentation, the following persons came forward to speak
on the issue:
In favor:
Mr. John Price, owner of the property subject of the hearing.
No one came forward to speak in opposition to the proposed rezoning.
At the conclusion of the public testimony, Mayor Tergin announced that the public
hearing was now closed, and stated the Council would now take up the a ssociated
pending bill 2015-64.

Planning & Protective Services Director Janice McMillan made a staff presentation and
provided background and details of the proposed text amendments, and questions
asked by the Council.
At the conclusion of the staff presentation, no one came forward to speak on the issue.

Council would now take up the associated pending bill 2015-67.

35, THE ZONING CODE, PERTAINING TO HEAVY EQUIPMENT SALES, CONCRETE

APPOINTMENTS BY THE MAYOR
There were no appointments to present to the Council at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Parks and Recreation Director Bill Lockwood gave a brief status report on the University
/ Community Wellness & Recreation Center and announced that the construction bids
will be opened on Thursday, November 19.
Ms. Sarah Nichols, Central Missouri Community Action, made a presentation entitled
“Photo Voice.” Following the visual presentation, she introduced several of the students
at the meeting who participated in the project, and Mayor Tergin presented Ms. Nichols
with a City Coin to thank her and the students for a job well done, and stated the City
would place a link to their project video on the City’s website.
Ms. Diane Gillespie, Jefferson City Convention & Visitors Bureau, presented the CVB
budget for 2016. Following her presentation, she and Mr. Matt Alsager, answered
questions. Councilman Costales explained that although he is impressed with the
performance of the CVB, he intended to vote against a pproving the budget due to the
fact that the CVB budget provides an employee salary increase for their staff while City
staff did not receive an increase, and it was a matter of principle for him.
At the conclusion of the presentation, Mayor Tergin announced that the Council would
now take up consideration of Resolution RS2015-26 at this time.
RS2015-26 sponsored by Councilman Prather, entitled:
A RESOLUTION OF THE CITY OF JEFFERSON APPROVING THE 2016 BUDGET OF
THE JEFFERSON CITY CONVENTION AND VISITORS BUREAU.
A motion was made by Councilman Scrivner for adoption of Resolution RS2015 -26 as
presented, seconded by Councilman Mihalevich, and approved by the following roll -call
vote:

and Ward

(d) Mr. David Hofherr made a presentation explaining a program he has started in
the City called the “Little Free Library” and distributed a handout illustrating the program.
He suggested that the public parks might be good locatio ns to place the book
receptacles. At the conclusion of his presentation, he answered questions asked by the
Council, and Mayor Tergin asked Parks, Recreation and Forestry Director Bill Lockwood
to speak with David about placing the receptacles in City park s. Both Councilman
Costales and Mayor Tergin stated they would donate $100 each toward repainting the
donated News Tribune paper vending machines. Councilman Graham asked that after
the locations of the receptacles are determined to let the Council know so they can
place books in them.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
The following upcoming Council Committee Meetings were announced:
Administration – January 6
Finance – January 10
Public Safety – November 24 (Tues)
Public Works & Planning – November 19
Councilman Scrivner announced that a resolution pertaining to the Chestnut S treet
closing will be discussed at the Thursday, November 19, Pu blic Works & Planning
Committee meeting. It would then be brought before the Council at their December 8
Council meeting in lieu of Bill 2015-59 currently on the Informal Calendar.
Mayor Tergin announced the following events in which she had participated, or are
upcoming in the near future:
1. November 11 Veterans Day ceremony and services
2. November 18, at 3:30 P.M. - Groundbreaking for the Boys and Girls Club
3. Samaritan Center turkey food drive – She offered to “kiss a turkey” if $1,000 or
1,000 turkeys were donated. At the close of the drive, over $23,000 had been
raised, and she made good on her offer.

Planning & Protective Services Director Janice McMillan announced that a public
informational meeting will be held on Tuesday, November 17, at 5:30 P.M. to hear from
the public input and answer questions regarding the issue of the Solid Waste Contract.
City Administrator Steve Crowell announced that a public meeting would be held on
Wednesday, November 18, from 4:00 to 6:00 P.M. in the Mural Room at the MoDOT
center to discuss the bridge repair project.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Lincoln University student / City Council liaison Jonath an Jackson announced Lincoln’s
first game of the basketball season will be held on Wednesday November 18, and urged
everyone to come out and support the Blue Tigers.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
Councilman Scrivner stated that he plans to leave Bill 2015-59 on the Informal Calendar
as the affected entities are continuing to discuss issues and reach agreeable solutions.

Scrivner for approval of the minutes as presented, seconded by Councilwoman Ward ,

Mayor Tergin announced that, Pursuant to Sec. 610.021 of the Revised Statutes of

A motion was made by Councilman Mihalevich to go into Closed Session for the above
