HomeMy Public PortalAboutMIN-CC-2004-10-26MOAB CITY COUNCIL REGULAR MEETING October 26, 2004 The Moab City Council held their Regular Meeting on the above date in the Council Chambers of Moab City Offices, located at 115 West 200 South, Moab, Utah. Mayor David L. Sakrison called the Pre -Council Workshop to order at 6:30 PM. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and Boy Scout Charles Cooney led in the Pledge of Allegiance. Also in attendance were Councilmembers Kyle Bailey, Keith Brewer, Jeffrey Davis and Gregg Stucki; City Manager Donna Metzler, City Recorder/Assistant City Manager Rachel Ellison, Planning & Community Development Director David Olsen, City Planner Robert Hugie, and Police Chief Mike Navarre. Eleven (11) members of the audience and media were present. Council Brewer moved to approve the Regular Meeting Minutes of October 12, 2004. Councilmember Davis seconded the motion. The motion carried 4-0 aye. There were no Citizens to be heard. Under Planning Department Update, City Planner Hugie reviewed the Planning items that were on the agenda. A Public Works Department Update was not given. A Police Department Update was not given. Mayor Sakrison canceled the Confirmation of a Mayoral Appointment to the Moab City Planning Commission. Councilmember Brewer moved to approve a Permanent Class II Beer License for Brad Gale, d.b.a. the Broken Oar Pub and Grill Located at 400 North 53 West contingent on the State of Utah approving a permanent license as well. Councilmember Davis seconded the motion. The motion carried 4-0 aye. Councilmember Bailey moved to approve a Class IV Special Event Beer License for Brad Gail, d.b.a. the Broken Oar Pub and Grill Located at 400 North 53 West to hold a Utah Guiding Outfitters dinner. Councilmember Brewer seconded the motion. The motion carried 4-0 aye. Councilmember Davis moved to approve a Cabaret License for Mary J. Wright d.b.a. the Outlaw Saloon. Councilmember Brewer seconded the motion. The motion carried 4-0 aye. Councilmember Bailey moved to approve an Improvements Agreement between Grand County and Moab City for the Senior/Community Center. Councilmember Davis seconded the motion. The motion carried 4-0 aye by a roll -call -vote. Councilmember Stucki moved to approve a Transitional Conditional Use Permit from R-3 to C-3 at 38 North 200 East. Councilmember Davis seconded the motion. The motion carried 4-0 aye. Councilmember Brewer seconded the motion. The motion carried 4-0 aye. Councilmember Bailey moved to approve a Final Plat for the Moab Area Partnership for Seniors (MAPS) Phase I Subdivision. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Under Reading of Correspondence, Mayor Sakrison distributed a letter from Gregory Shern regarding the Salmon Air schedules, as well as a letter from Skip Nightingale regarding the new hospital. Mayor Sakrison then read a letter to Chief Navarre from Stanley Green commending Officer Rogers and a letter to Chief Navarre from Roy and Darlene Lathrum commending Officer Lopez for returning a wallet. Under Administrative Reports, City Manager Metzler stated that she had been working with the Animal Shelter task force and that the project was proceeding including a request for a zone change for the property. City Manager Metzler stated that there would be a Special Meeting on October 28, 2004 for the West Center Street Amendment and that we should have the 50% construction drawings for the City Center project by December 1, 2004 with a start date of April 29, 2005. City Manager Metzler also stated that she had met with Bob's Sanitation to review the draft contract extension. City Manager Metzler stated that Make a Difference Day at Swanny City Park had gone well and had raised $200 for the Teen Center. City Manager Metzler thanked Bruce Hucko and Melinda Snow for their efforts with Make a Difference Day. Mayor Sakrison opened a Public Hearing at 7:30 PM on the Solicitation of Community Development Block Grant (CDBG) Community Projects. Planning & Community Development Director Olsen stated that $62,000 was available for projects and that the City and County were both eligible to apply. Planning & Community Development Director Olsen distributed information that explained CDBG eligible applicants, the three national objectives of the CDBG program, federal compliance requirement and CDBG eligible activities. Planning & Community Development Director Olsen then detailed the CDBG projects that the City had administered in the past. Planning & Community Development Director Olsen stated that he had received a letter from Kara Dohrenwend suggesting a tree thinning project, a letter from Ken Davey regarding an amphitheatre on West Center Street and a suggestion from City Planner Hugie regarding housing for long term care. Planning & Community Development Director Olsen stated that the housing set aside had gone for the past two years to San Juan County. Mayor Sakrison stated that the City would accept project proposals for the next two weeks. City Manager Metzler stated that only communities with a higher percentage of low to moderate income residents qualify. Mayor Sakrison closed the public hearing at 7:36 PM. Under Goal Updates, City Manager Metzler stated that MAPS, the North Area Annexation, the City Center Project and the West Center Improvements Project were all underway and were all part of the stated City Goals. Under Mayor and Council Reports, Mayor Sakrison welcomed Channel October 26, 2004 Page 2 of 3 WAY TOWNHOMES, APPROVED FINAL PLAT FOR THE MOAB AREA PARTNERSHIP FOR SENIORS (MAPS) PHASE I SUBDIVISION, APPROVED READING OF CORRESPONDENCE ADMINISTRATIVE REPORTS PUBLIC HEARING OPENED STAFF COMMENT PUBLIC HEARING CLOSED GOAL UPDATES MAYOR AND COUNCIL 6 to the Council meeting and stated that Governor Olene Walker had REPORTS determined that Halloween would be observed on Saturday instead of Sunday. Mayor Sakrison stated that he had met with the Blue Sky Steering Committee and that the Environmental Protection Agency (EPA) award on November 6, 2004 at 3:30 PM for Moab having 3.169% of our power from renewable sources which represents 13% of our total population. Councilmember Bailey stated that he attended the dedication of the Gemini Bridge Trail and the ground breaking for the civic center. Councilmember Davis stated that he wanted to thank Officer Guerrero for taking a nine-year old boy for a ride and that it had made a positive impression on the boy. Mayor Sakrison commended City Manager Metzler for completing the MAPS Agreement. Councilmember Brewer moved to pay the bills against the City of Moab APPROVAL OF BILLS in the amount of $80,543.33. Councilmember Bailey seconded the motion. The motion carried 4-0 aye by a roll -call -vote. Councilmember Brewer moved to Enter an Executive Session for the purpose of a Discussion Regarding the Lease, Purchase or Exchange of Real Property. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. An Executive Session was entered at 7:50 PM. Councilmember Stucki moved to close the Executive Session. Councilmember Brewer seconded the motion. The motion carried 4-0 aye. The Executive Session was closed at 8:10 PM. Councilmember Bailey moved to adjourn. Councilmember Brewer seconded the motion. The motion carried 4-0 aye. Mayor Sakrison adjourned the Regular Council Meeting at 8:15 PM. APPROVED: ATTEST: David L.
