A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD DESIGNATING SPECIFIC CENSUS TRACTS
COMPRISING A TARGETED EMPLOYMENT AREA FOR THE
CITIES OF SOUTH GATE/LYNWOOD ENTERPRISE ZONE
WHEREAS, on November 3, 2006, the State of California awarded a joint
('~ enterprise zone conditional designation, through a state-wide competitive
process, to the cities of South Gate and Lynwood; and

WHEREAS, businesses located within an enterprise zone are eligible for
valuable State tax savings and financial incentives; and
WHEREAS, a business located within the enterprise zone may reduce its State
income taxes by a specific percentage of the wages paid to an eligible employee;
and
WHEREAS, an eligible employee may be determined pursuant to specific
criteria; and
WHEREAS, one of the criteria for determining the eligibility of an employee is
residency within a Targeted Employment Area; and
WHEREAS, a Targeted Employment Area is created pursuant to specific
eligibility conditions as determined by State guidelines; and
WHEREAS, the cities of South Gate and Lynwood wish to establish Targeted
Employment Areas within each of their respective cities.
NOW THEREFORE, the City of Lynwood does- hereby find, order, and
resolve as follows:
SECTION 1. The census tracts, as shown in attached Exhibit "A", are identified
by the United States Census for 2000 as having at least fifty-one (51 %) percent
of their residents of low or moderate income levels, and are hereby identified as
those census tracts which are in the most in need of employment targeting
pursuant to the Enterprise Zone guidelines.
SECTION 2. A targeted employment area comprised of the above specific
census tracts and having the boundaries created by grouping the said census
tracts together, as shown in attached Exhibit "B", attached hereto and
incorporated herein, is hereby approved.
SECTION 3. The City Council of the City of Lynwood hereby directs the City
Manager or his designee to file the appropriate notice pursuant to the
requirements of the Enterprise Zone program.
r"` SECTION 4. The City Clerk shall certify to the passage and adoption of this
~ ~ resolution by the affirmative vote of not less than a majority of the total City
Council members present; shall cause the same to be entered in the book of
original resolutions of the City; and shall make a minute of the passage and
adoption thereof in the minutes of the City Council meeting at which the same~is
passed and adopted.
SECTION 5: This resolution shall take effect immediately upon its adoption.
