A RESOLUTION: PRESENTED January 11, 1984 84-5 ADOPTED January 11, 1984 INITIATING AMENDMENT OF THE SUBDIVISION AND LAND DEVELOPMENT REGULATIONS CONCERNING ACCESS TO THROUGH COLLECTOR ROUTES WHEREAS, the creation of lots with direct vehicular access to through col- lector routes can increase traffic congestion and decrease safety; and WHEREAS, the Subdivision and Land Development Regulations do not presently contain provisions concerning the location of vehicular access from subdivisions containing or adjacent to through collector routes: THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. An amendment of Section 13-73 of the Leesburg Subdivision and Land Development Regulations is initiated to add subparagraph (m) containing pro- visions concerning the location of vehicular access from subdivisions containing or adjacent to through collector routes to read as follows: Section 13-73. (m) Whenever a proposed subdivision contains or is adjacent to a through collector route, vehicular access to lots within the subdivision shall be provided by a system of local collector routes and local streets without direct vehicular access from the lots to the through collector route. Variances of this requirement under Section 13-91 shall be made only after consideration of traffic safety requirements. SECTION II. The town manager shall refer this proposed amendment to the Planning Commission for hearing and report. The Planning Commission shall make its recommendation to the Council within sixty days from the date of its hearing.
