The.Council of Bal Harbour Village met at the Administration
Building, Monday, October 20, 1952 at 8:00 o'clock F.M.
There were present: Messrs..Beatty, Stokely & Dr. Leonard
Absent: Messrs, Brown and Simons
Also present were Mr. W. H.-Webb, Village Manager and Mary
Wetterer, Village.Cleak.
The Minutes of the previous meetings of July 21, 1952 and
.September 22, 1952 were read and Approved..
The Councilmen then present were tendered their salary'for.the.
fiscal year ending September 30, 1952.
Mr. Webb said that the Claude Southern Corp. had submit4pd a
plan of the lighting .for.thenew Church By The Sea and that an outside
neon sign was included. After discussion it was decided-that"Mr.,iebb
should arrange a meeting with members of the Church Boardand. the Bal Har..
bour Planning Board to discues various aspects of this sign before a de.
.cision could be reached.
- Mr.. Webb said that while the Village insurance policies were
being transferred to anotherfirm it was brought to his attention that at
times the deposits of Xal Harbour Village in the Miami Beach First National
exceeded the amount covered by bonds by the Chase. National Bank..: He said
we had recently received notice that the Chase National had been authorized
to allocate an additional $50,000 in government securities .bringing the
amount te:$100,000.
Mr. Webb said the Irks for the Village fiscal year ending Sep-
tember 30, 1952 had been closee and the figures showed approximately a
$16,000 surplus. He said it was now up to the Council to reconsider some
of the items that had been omitted from the budget until the books were
closed. After discussion it was moved by Dr. Leonard, seconded by Mr. Beatty
and unanimously voted that Mr. Webb be authorized to equalize salaries to-
the extent he considered .necessary.
Mr. Stokely said he would like to report to the Council that he
and Mr. Webb had attended two msetings during the past week.One meeting
was held by the Municipal Officers during whioh`the Florida Home Rule
Amendment was discussed. The other was held by the local Dade County
Liquor Board in which they tried to set uniform hours for liquor sales
throughout the county. He said that neither meeting reached any actual
decisions. '
There being no.further'business'before the meeting onro ion •uly
made, seconded and carried the meeting adjourned.
