A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING THE EMERGENCY CONVERSION FROM CHLORINE GAS TO
SODIUM HYPOCHLORITE AT VARIOUS CITY WATER FACILITIES
WHEREAS, chorine gas has been used at City water wells and the
natatorium swimming pool to disinfect water; and
WHEREAS, chlorine gas can cause a public hazard if chlorine leaks are
not detected in a timely manner; and
WHEREAS, the City is under order from the Los Angeles County Fire
Department to prepare a Program Level 2 Risk Management Plan; and
WHEREAS, it is costly to prepare such a plan for the continued use of
chlorine gas; and
WHEREAS, it is the City's intent to convert said facilities to utilize sodium
hypochlorite for water disinfection; and
WHEREAS, funds are available in the current Capital Improvement
Program; and
WHEREAS, to meet the time constraints, the conversions can be done
more effectively through an informal bidding process; and
WHEREAS, the Lynwood Municipal Code Section 6-3.13 allows the City
Council to approve the informal bidding process with 4/5 vote.
NOW, THEREFORE, the City Council of the City of Lynwood does hereby
find, proclaim, order and resolve as follows:
Section 1. That the City Council authorize the conversion project from
chlorine gas to sodium hypochlorite at various City facilities, Project No.
4011.67.979, be done through an informal bidding process.
Section 2. The City Council hereby finds that the above recitals are true
and correct.
Section 3. This resolution shall go into effect immediately upon its
adoption.
PASSED, APPROVED and ADOPTED this 4th day of March, 2008.
